I Infrastructure
 
Till the end of 2005, TEDA has built optical fiber of totally 30,500 core kilometers and communication cable totally 3,460 aperture kilometers and optical fiber has been connected to road, residential park and building. The capacity of program-controlled telephone has reached 100,000 units and the number of telephone consumers reached 35200 to the end of the year. TEDA has finished an all-optical fiber broadband network with the outlet width of 23Gbps. This network is capable of providing broadband connection to residential park (1000M), to building (100M) and to individual household (10M).It can also provide different types of broadband connection, like optical fiber, LAN, ADSL, W-LAN and so on. 35.5% of the companies and 28.5% of the households in TEDA are accessible to broadband network. The information technology infrastructure in TEDA has reached an international level.

II£® BM-TEDA Internet Data Center

 
The center has a construction area of 3000 sqm. It has 308 racks capable of supporting 1500 servers which makes the center the best in the north of China in terms of scale or technology. The center is operated by a JV invested by IBM.

Services:
Basic: host computer trust and lease
Range: data storage, disaster back-up and recover service, server monitoring, safe access to VPN, fire wall, load balance service, system management, desktop management, virus protection service, network system integration and management.

Specialized consulting services: network consulting, safety assessment, IT optimization consulting.

Favorable policies:
Between the period of April 1, 2003 to March 21, 2005, any company sign the server trust contract (with term of more than 3 years) with the Center will enjoy one year's exemption of basic trust service fee and one year's half-reduction of basic trust service fee. (Notes: the standard for the above favorable policy is applicable to 4U server with basic trust service fee at RMB 1660. The installation fee is not included in the favorable policy).

III. Governmental Websites

TEDA E-government website publicizes the information of 42 party organs and administrative departments. The implementation of E-government is an installation program carried out in several phases, and the ultimate goal is to realize the online data management of administration-related business among the governmental departments, enterprises and residents. The first phase of the Program includes the construction of the "gate page" of E-government and websites for all the functional departments of TEDA Administrative Commission. Currently, the governmental information publication and unilateral communication between the government and users have been realized. The website is actively improving the online administrative approval system so that bi-lateral communication would be possible.

Investteda Website is a specialized website providing investment-oriented information, consultant services and assistance for the existing and potential investors. Its role is to serve the local investment promotion, and be a complementary to the E-government Website. Investteda majors in the introduction of investment environment, investment policies and investment procedures.

TEDA HR Hotline(www.tedahr.com )
TEDA HR Hotline targets middle and senior talents to help the local enterprises sourcing qualified staff, so as to optimize the HR resource allocation. Its major columns include recruiting center, enterprise membership service, personal membership service, HR base, HR evaluation and website design. The management of the Hotline adopts membership operation. Any legal entity can apply for the enterprise membership. Any job hunters can apply for the personal membership. All the registered members can announce their recruiting ads, job hunting information on the website and communicate directly in the digital space.

TEDA Enterprises Online is a comprehensive "gate web" to serve the existing enterprises. It utilizes Internet technologies to better inform the enterprises with kinds of governmental services relating with their daily operation, to help local governments better understand the needs and development trends of enterprises, so as to provide a communication platform between enterprises and the government. Besides, TEDA Enterprises Online provides value-added services including tax consultancy, legal consultancy and so on. It also encourages the enterprises to practice the network construction as a way of marketing-promotion and to help realize the dream of "E-TEDA".

IV. Call Center
The first governmental Call Center in China. It utilizes computer and phone-call technologies to realize the 24hr-integrated services as consultancy, compliance receiving and emergency dealing related with all the administrative departments and utility suppliers (water, power, gas, steam, public transportation, roads and landscaping). It is now one of the most important communication channels between governments and investors, governments and enterprises, as well as governments and residences.

V. TEDA Cable TV
TEDA Cable TV Station broadcasts 45 programs, among which 30 are domestic programs and 15 are overseas programs (including 10 encoded programs). It only charges network fees and audience fees according to the price regulations issued by the National Broadcasting and TV Bureau and Tianjin Pricing Administrative Bureau. The current cable TV network adopts 450MHz transferring net, and the length of the backbone and branch nets reaches 100 hole KM, covering 20 sqkm of area.


By the end of July 2004, TEDA Cable TV will have finished the re-built of system fiberization, digitalization and platformatization with total investment of 54 million RMB, and further open the digital TV programs (including interactive channel) and other value-added services. TEDA Cable TV network can both support the current analog/digital commixing video frequency business and future upgraded comprehensive network business, and will become an integrated network providing video frequency service, data transferring service and multiple value-added services.

VI. Distant Online Teaching System of TEDA College, Nankai University
TEDA College of Nankai University adopts the DWDM and Cisco 12000 Rooters to set up a broadband IP network connecting the downtown headquarter and the TEDA campus (80 km of distance). The maximum band is 2.5 Gbps¡Á8, and 2.5 Gbps¡Á2 has been utilized. It is a Tri-band of video frequency, audio frequency and data. This system realizes Distant Teaching with the quality of real-time, interactive, digitalized, and high definition, which is the first broadcasting system of online teaching in this country. Now, 12 courses are taught through this system. Distant Teaching Classrooms have been equipped in the headquarter and the campus (4 classrooms in each place) to enable point-to-point or one-to-multiple points teaching. All the classrooms are installed with high definition back-projecting systems and other totally digitalized teaching aids such as electronic white broads, projectors, and computers.

VII. Pioneer Exhibition of Information Service
TEDA Infor Service Pioneer Hall (ISPH) is the first exhibition hall demonstrating the hi-tech information services in China. It fully represents the principle of "Technologies Brings Prosperity" of TEDA government, aims to drive the informatization of TEDA, and to boost the broad application of advanced information service. In general, it helps the upgrading of local economic and social development. Taking "TEDA, Hi-tech Pioneer, Eden of Investors" as the theme, TEDA ISPH concentrates on three aspects: e-government related products and services, e-life related products and services, and e-business related products and services. The Hall is about 700 sqm, and designed with state-of-art modern technology, which makes the Hall itself and the products vivid and splendid with the light of hi-tech. Visitors can experience the great changes in our daily life contributed by the hi-tech achievements. Many advanced information products are exhibited in the Hall, such as MMS, Multimedia Real Time Editing System, Internet Video Frequency Based on IP system.

  • VIII. TEDA Technology Development Bureau (also TEDA Informatization Directing Office)
    TEDA Science & Technology Development Bureau (also the TEDA Informatization Directing Office) is a designated service organ by the Tianjin Informatization Directing Office for the informatization improvement of the Tianjin companies. Concentrating on the unceasing improvement of TEDA informatization environment, it helps to form an information service system for the local companies and finally creates the E-business platform.
    The Boosting Plan of Local Enterprises Informatization is under implementation---- "To build one enterprise gate web, to build the top ten industrial websites, to help hundreds or thousands enterprises utilize Internet". TEDA Enterprises Online (http://www.tedaonline.com/) has been formally opened. It is not only a show-platform for local companies, but also an interactive communication channel between the government and enterprises. It serves the daily operation of the enterprises and will be built into an e-business platform in the future. TEDA Science & Technology Development Bureau also starts the "Easy Online" plan to help the middle and small size companies to use Internet. At the same time, the Bureau assists the local enterprises a lot in building industrial websites to promote domestic markets and enlarging the effect of advertisement.
