| The July of 1996 saw the establishment of Tianjin TEDA International Incubation Center (hereinafter as "TIIC") in the Tianjin Economic-technological Development Area (hereinafter as "TEDA"). The development strategy of TIIC is to attract the relocation of small and middle-sized enterprises, and push them to a speedy growth within 3 to 5 years' incubation.  National Small & Medium Enterprises Park
Located in TEDA, the National Small & Middle Enterprises Park (hereinafter as NSMEP) is the only industrial park specialized for small and middle enterprises launched by the China Small & Middle Enterprises Association. The first phase construction of NSMEP on the 1.6sqkm lands has already started, while relevant supplying & supporting policies are under draft.
The establishment of NSMEP will make up the industrial supplying chain and provide a favorable external environment and development platform for the small and middle enterprises of TEDA, helping lower the operation cost for them and also support the further development of TEDA with powerful impetus.
Tianjin TEDA Watson Biotech Park Development Co.,Ltd.
TEDA Huasheng Biotech Park Development Co.,Ltd. (hereinafter as HBP) was officially founded on Sept.21, 2001. HBP is the first specific biotech incubator with diversified investors in China---- it is jointly invested by TEDA International Incubation Center, TEDA Investment Co., TEDA Scientific & Technological Venture Capital Investment Co. and Huabo Biotech Co. (which is co-founded by about 20 Chinese overseas biotech doctors) HBP is located in the national level university park ---- Tianjin University Scientific & Technological Park with the construction area of 18,000 sqm.
HBP is a specific incubator involving in the field of biotech and relevant industries, which provides incubation service for small and middle biotech enterprises that are on the starting stage and seeking for further development. The principle of HBP is to attract a great many domestic and overseas biotech projects and talents, to foster biotech hi-tech enterprises in full-scale, to make TEDA the gathering land and Hotpoint of China's biotech industry, and to donate contribution to the sustainable development of regional and even national economy.

Tianjin Kaitai Enterprise Incubation
Tianjin Kaitai Enterprise Incubation (hereinafter as TKEI) is a private incubator under the approval of TEDA Administrative Commission. TKEI commits itself to support the progressive development of small & middle enterprises on the starting stage, and to foster successful enterprises and entrepreneurs, which will help boost the hi-tech industry development as well as regional economy.
The geographic location of TKEI is adjacent to the border between TEDA living area and industrial area, which looks out on the south of 5th Avenue, east of Nanhai Road, west of Xiang'an Road, and enjoys the positioning advantage.
TKEI inhabits on a piece of land of 30,000 sqm with construction area of more than 20,000 sqm, and the total investment reaches 60 million RMB.
TKEI focuses the support to small and middle size but both hi-tech and fast growth enterprises in the fields of biotech, information technology, new materials and ecology.
TKEI provides all-around and convenient property management services for its enterprises, furthermore, it tries to solve the bottle-neck problems as shortage of funds, lagging management and alien-region investment for the enterprises under incubation, and to maximum make sure that it constructs an idea platform for the successful development of its customers.
Tianjin University Hi-tech Park
General Picture ---- Tianjin University Hi-tech Park (hereinafter as "TUHP") is a national level university park jointly constructed by TEDA and Tianjin University and was founded on Oct.11th, 1999. With the approval of Ministry of Science and Technology and Ministry of Education, on Dec. 12th, 1999, TUHP was successfully enrolled in the first trial batch of 15 national level university parks, which is the only university park of national level in Tianjin.
Goal of TUHP---- to become a first class technological innovation base, an incubation center of hi-tech enterprises, a rallying point of innovative talents and fostering base, as well as the radiation hub of hi-tech industries. With the construction and progress of TUHP, it positions itself the hub of regional economy and hi-tech industry, the rallying point of R&D centers of prestigious multinationals as well as innovative enterprises under incubation stage. It has become an important headstream of hi-tech industry with IP ownerships in the scale of New Coastal Area, Tianjin and even the nation.
TUHP enjoys predominant geographic location and convenient transportation network. It locates in the central district of TEDA: on the south/north border of TEDA Avenue/No.4 Avenue and the east/west border of Nanhai Road/Muning Road, where it is adjacent to the extension road of Beijing-Tianjin-Tanggu Expressway leading to the further east of Tianjin Free Trade Zone and Tianjin New Port. To the south the TEDA Investment Service Center is at 1.5km of distance, and in the north the building of TEDA International Incubation Center echoes it.
The first phase of TUHP occupies 130,000 sqm of lands with 110,000 sqm of construction area, which includes 70,000 sqm of industrial area, 30,000 sqm of central area and 10,000 of conference area. Landscaping ratio reaches 45%. The total investment of phase 1 is 310 million RMB and the facilities were put into use on Dec. 28th, 2001.
Currently, the second phase of TUHP---- Software Mansion with construction area of 17,000 sqm is under intensive construction and planned to put into use in year 2004. Software Mansion will be an important element of Tianjin Software Park, and is designed to make its fame in both domestic and overseas regions within 5 years. It will be a first class software industrial base in the nation with integrated functions as software R&D, manufacture, service, export and engineers training.
In TUHP, excellent hardware facilities and complete management services are installed. Standard factory buildings comply with the most advanced design with access of water, power, gas, steam and communication. Factory height, structure, loading capacity and lifts, all these technical indexes meet the demanding requirements of R&D, trial production and mid-test production. Exquisite internal decoration and equipment installation in the office areas with access of central air conditioners and 100M broadband internet in/out. The property management service of the entire park is fully responded by professional property management company.
The construction and development of TUHP are generously catered by the government seniors. Deputy Prime Minister of the State Council, Mr. Li Lan Qing visited TUHP on May 8th, 2002 and Oct.13th, 2002; State Council member, the Minister of Education, Mr. Chen Zhi Li, and State Political Committee member, the Party Secretary of Tianjin, Mr. Zhang Li Chang and many other government seniors inspected TUHP and made advisement upon its development guidelines.
Projects information ---- with the favorable industrial environment, policies and management support of TEDA, TUHP has attracted many projects based on its predominate undertaking condition. A batch of high-level R&D centers, engineering technological centers and hi-tech enterprises on the starting stage are coming in a continuous stream. TUHP has rapidly become the largest hub of hi-tech industry of TEDA.
Right now, the leasing rate of TUHP reaches 93% with nearly 60 projects operating there, including 12 national and provincial level R&D institutes, 4 incubation centers, and over 30 hi-tech enterprises. Year 2004 achieves sales volume of 200 million RMB.

With the support of favorable investment environment of TEDA and the TUHP, most projects have been developing smoothly since their relocation, and have made great progress in the aspects of R & D and business execution. Up till now, totally 30 projects carried out by the engineering centers and enterprises in the TUHP have been brought into some keystone scientific research plans including "National 863 Plan", and 30 projects into key plans of Tianjin Scientific Commission, and the overall R&D investment of 110 million RMB. Up till now, there are 20 post-doctor stations with 20 doctors in the TUHP. TUHP has successfully introduced senior technicians with various talents including 90 with senior engineer title, 70 with intermediate engineer title, 10 academician from China National Engineering Academy and 2 "Yangzi River" Scholar.
In the following stages, TEDA will use TUHP as a main carriers to boost the sustainable development of hi-tech industries. TUHP plans to construct TEDA public labs, which will be evolved into a technological innovation platform in this area, and focuses on the breakthrough of key/core technologies with favorable market prospects, industrial intervolving and IP ownerships. TUHP also plans to support the existing centers and enterprises: 1.taking Tianjin Qiangxin IC Design Center as the focus to promote the R & D capacity of electrical and information industry; 2. Taking the National Nanometer-technology Industrialization Base as the basement to construct the national nanometer-technological testing center and research institute, which further insures Tianjin to be the core of China nanometer technologies and industry; 3. Taking Huasheng Biotech Park and TEDA Life Science & Technology Research Center as the hub to construct, operate and manage TEDA public labs, and to start the construction of Biotech & Medicines Park. Meanwhile, TUHP will stress the support of IC design, biotech & pharmaceuticals, new materials and ecology technologies, continues to choose more engineering technology centers to host in the park, and thus create an interactive rallying-point effect of R & D activities for the pillar industries of TEDA.
TEDA Productivity Promotion Center
TEDA Productivity Promotion Center (hereinafter as "TPPC") was officially founded on Nov.8th, 2002. The goal of TPPC is to build the "Center-Satellite Plant(s)" system for the pillar industries of TEDA, and thus to promote the regional competitiveness and impulse the sustainable development of regional economy.
Currently, TPPC takes the multinationals involving in the electrical and telecom industry and operating in TEDA as its service core, and supports their small/middle-sized domestic suppliers, which gradually forms the system of "Center-Satellite Plant(s)" as well as the transferring platform of advanced technologies from the multinationals.
TPPC provides services for the suppliers including relocation facility, preferential rental price and agent for dealing with industrial & commercial administrative authorities, tax authorities, customs authorities and so on. More importantly, TPPC also provides loan security for the suppliers in case of operation needs, recommendation to VC, and seeding capital support. TPPC helps the suppliers to better communicate with multinationals and other big companies with all-around support for the successful acquisition of business orders.
Besides, TPPC will cooperate with China Invention Association, State Scientific & Technological Rewarding Office of the Ministry of Science and Technology, and State Patents Administration Authority, to help combine enterprises with technological achievements, to build technologies transferring platform, and to insure the technological achievements being converted into productivity.
National Nanometer-Technology Industrialization Base
National Nanometer-Technology Industrialization Base (hereinafter as NNTIB) was officially founded on Dec.6th, 2000 after the site-investigation of Ministry of Science & Technology, and is under the direct cater of CCP and the State Council.
Located in TEDA, NNTIB plans an area of 2 sqkm. By the means of providing favorable policy environment and platform of human resource, capital, technology and information, NNTIB allies with various universities, research institutes, and big companies to form a dynamic new R & D mechanism, which is in favor of developing nanometer technologies, incubating/fostering hi-tech enterprises, and boosting the development of China nanometer industry. The China Undertaking Research Center of Qinghua University now bases NNTIB as its research pool to carry out case tracking, research and directing for the momentous technology innovation and industrialization.
NNTIB adopts new R&D management mechanism complying with international standards: director in full response with the guidance of Specialists Commission, and two Specialists Commissions have been set up, one is Technological Specialists Commission, and the other is Management Specialists Commission. The Technological Specialists Commission is composed of experts from National Science Academy, Qinghua University, Beijing University, General Military Equipment Department, and China Military Medical Science Institute, while the Management Specialists Commission is executed by experts from China Undertaking Research Center of Qinghua University.
Flat management structure and information sharing net are applied in the operation of NNTIB, which implies that responsibility transferring to lower levels and information share are encouraged. NNTIB sets dynamic alliance with various tech-developing units under the bonds of contracts.
