Functional Division of Labor of Tianjin Customs

Xingang Customs: The three departments-Donggang Customs, Tanggu Office and Xingang Customs-are 3-in-one and thus form the present Xingang Customs, which is responsible for ocean shipping supervision of Tianjin port.

Customs of TEDA: Customs supervision of enterprises within the TEDA

Airport Customs: air freight of Tianjin port (pre-enter)

Donggang Customs: no longer in existence (now Freight-checking Department of Xingang Customs)

The business scope of each Customs also has overlapping parts, for example: if air transport is involved, the enterprises in the TEDA can handle transit to the customs of Tianjin airport. In addition, to facilitate the handling of import and export business of the enterprises in the Area, the Administrative Committee of the TEDA coordinated with all relative departments to set up customs channels in the customs of TEDA. Therefore, as for ocean shipping, there are two ways to deal with, either handle custom transfer to Xingang Customs, or handle directly in the Customs of the TEDA. (However, the principle of the operational requirements within the customs is "one operation, on one site.")

Examination and Approval - mainly the examination and approval of the processing trade manual

External Auditing - the follow-up auditing work, the follow-up verifying and declaration of the manual, to check whether the bonded materials and parts have been exported according to the agreement (auditing work on site of the enterprises)

Inspection - inspect goods in the area supervised by the Customs

Because of the cost and technical problems of handling on-line Customs clearance, the practice of e-customs service is not very fast.

Starting from the processing trade enterprises in TEDA, TEDA Customs plans to complete an initial network of customs clearance of 16 enterprises, including Tong YEE Industrial, ALPS, Hyundai Electronics, Novozymes, Evecom, Nanhua Shoes, Hyundai Multimedia, Samsung Opto-Electronics, STEM, Fujitsu, Yamaha, Energizer, Samsung Communications, VISHAY, Ilshin, Importek and so on.

Those reputable enterprises without illegal records can put forward an application.

--Direct Flight between Beijing and Tianjin Air Ports-direct airfreight between Beijing and Tianjin:

The ground transportation of the imported and exported goods between the two places shall be handled respectively by airline ground shuttles recorded commonly by customs offices on both sides or by Beijing-Tianjin supervised motorcade of airfreight.

The place of customs clearance shall be at cargo owners' free option, while procedures of cargo clearance and inspection and quarantine shall be handled at the place of declaration in principle.

On the premise of the imported goods being in line with the existing provisions of China Customs and the General Administration of Quality Supervision, Inspection and Quarantine of PRC, when the port of destination is Beijing, and the consignee is an enterprise in Tianjin or an agent in Tianjin, the Capital International Airport Customs shall "transit" the procedures respectively to Tianjin Airport Customs or TEDA Customs, or the Customs of Tianjin Port Free Trade Zone in accordance with the cargo owner's requirements of the "transit" way. When the consignee or his agent goes through the procedures of direct transit, customs clearance, inspection and others, the parties concerned should cooperate and provide the convenience.

--Services of Speedy Customs Clearance:


F-channel or "green channel" provides convenient measures, giving priority to special or urgent documents, if necessary, the customs can release the cargo and perform the deferred procedures later in the case of the existence of a letter of guarantee.

Coordination Services

Slightly different from other port customs, the functions of TEDA Customs primarily focuses on the subsequent service for the enterprises in the area. With the rapid development of economy, there have been ever-increasing demands for the efficiency of customs operations. According to the latest national policy, 8 enterprises in Tianjin have been approved to enjoy the customs clearance services of electronic data network, of which Motorola, Samsung, CTS and other three enterprises are registered enterprises in the TEDA.

TEDA Customs organize customs officials on a regular basis to go to enterprises to solve their practical problems in person.

In July 2007, "Tianjin electronic port and logistics information platform", which had been started to build since the beginning of 2006, had completely had the conditions of opening with the strong support of China Customs, the General Administration of Quality Supervision, Inspection and Quarantine of PRC and other departments. "Tianjin electronic port and logistics information platform" is a unified information platform with the characteristics of "one gateway to the network", "one-stop customs clearance service", "unified management of users" and so on. With law enforcement management of port clearance as the base, and with integrated logistics and e-commerce as the main content of services, it unifies the customs clearance, trade, logistics services in one. It covers e-government, e-commerce, e-logistics and other various fields, and its customers involve law enforcement agencies of port, port, foreign trade, warehousing, agents, freight and other relevant units in the field of customs clearance. The first-phase projects of the information platform involved the building of the three major platforms-the Government's law enforcement services, integrated logistics services, and e-commerce services, featuring 42 functions. It formed the integrated information platform of great port clearance and business logistics services with the advanced level. The opening of Tianjin electronic port and logistics information platform is expected to reduce the cost of port customs clearance of the year by RMB 1500 million. Over the next 5 years, according to the growth rate of the handling capacity of Tianjin Port, it will at least save the cost of customs clearance by RMB 1 billion. Tianjin E-Port has achieved interconnection with all law enforcement agencies of Tianjin Port, and has implemented 23 application projects and 22 inquiry-releasing projects.

Since August 2007, Tianjin Customs has officially opened a page of "on-line survey of port clearance" on the website of Tianjin Customs Brokers Association, inviting enterprises to carry out comments on the work of customs clearance of Tianjin port and to put forward concrete opinions and suggestions. Enterprises can key in http://research.tcba.org.cn in the address bar of Internet, and they can see "a questionnaire on customs clearance in Tianjin port" on the screen of a computer. It includes two parts-comment survey and soliciting for opinions. Comment survey involves the questions such as "the overall speed of customs clearance of the Tianjin Customs, the unfavorable factors that affect the customs clearance environment of Tianjin port, your view of the unified law enforcement in Tianjin Customs, and is the customs able to notify in one time of your deleting and correcting of the documents or not". In the column of "Your opinions and suggestions about enhancing the efficiency of customs clearance," you can enter text to express your views and suggestions.

The New Initiatives of the Customs Services

Since April 2004, TEDA Customs has introduced new measures about clearance services, offering greater facility for the import and export business operation. These new initiatives include the following:

--Imported goods by sea can enjoy the "centralized document examination, territory acceptance and releasing," that is to accept declaration, to inspect and release the cargo in TEDA Customs.

--A faster customs clearance speed: as for imported goods, from the moment of the acceptance of paper-based declarations, duty-free goods shall be released in one hour; imposed goods shall be issued a bill of duty in one hour, the cargo shall be released immediately after they pay. Exported goods shall be released immediately after declaration, and the endorsement of the declaration of export tax rebates and foreign exchange write-off shall be handled at the time of application.

--Grant convenient customs clearance measures to "three-high and one-large" enterprises and some of the "double-A" enterprises: "register, inspect and release, centralized supervising and taxation' and "taxation after releasing."

--Implement a working system of "5 +2", that is, handle normal customs clearance business every Saturday and Sunday, and the working hours are 9:00-17:30 every day, at other time, the enterprises may make an appointment to go through normal customs procedures.

--TEDA Customs accredited a working group to the microelectronics area in the TEDA, realizing "5+2" and 9:00-22:30 on-site handling of customs procedures for enterprises, and granting measures of facility to the enterprises in the microelectronics area-"register, inspect and release, centralized supervising and taxation."

--Continue to promote the customs network in the TEDA.

--Hold "Reception Day of Customs Commissioner" at 9:00-12:00 on 24 of every month (postpone in case of holidays), to answer questions and inform the latest provisions on site.

--From June 2007, the import and export enterprises registered in the TEDA can enjoy the "one-stop service" in TEDA Customs while handling customs operations.
