National Level Incentives
Tianjin Economic-Technological Development Area (TEDA) is one of the special economic zones with integration of the preferential policies of National Level Development Area, National Level Export Processing Zone and National Level University Scientific Park, so that TEDA can ensure overseas and domestic investors including large multinational companies and medium-small sized high-tech companies, to enjoy relative national level incentives.
In accordance with the 7th and 8th Clause of Company Income Tax Law of Overseas Invested Companies and Foreign Companies of People's Republic of China, the overseas invested manufacturing companies enjoy the preferential company income tax rate of 15%, among which with more than 10 years operation term, enjoy the incentive of "2 year exemption and 3 year half reduction" of Company Income Tax since the profit making year---2 years of tax free and the following 3 years of 7.5% tax rate.

Legal environment with transparency and fairness
TEDA is the model of legal environment in China, and transparency and fairness are the persistent belief of TEDA Administrative Commission. Since the establishment of TEDA, according to the authorization of relevant laws and regulations, TEDA formulated more than 100 documents about local administration and management, including land using, labor management, civil construction, social welfare, intellectual property protection and industrial promotion etc.
Effective procedure (with the most approval authority and the least approval items)
In order to facilitate investors, TEDA predigests service procedure, and provide with "One Stop" service from investment policy consulting and procedure consulting to projects approval. For the overseas investment projects belonging to unlimited catalogue with total investment less than 30 million USD, and domestic investment projects belonging to unlimited catalogue within local approval authority, TEDA promises an express service.

Suggested that TEDA government websites are Online Gate for TEDA based on emails and www, Call Center is the Audio Gate for TEDA based on telephones and faxes. TEDA Call Center is the first government call center in China, which applies CTI (Computer and Telephone Integration Technology), and provides with 24-hour comprehensive service of business consulting, requesting, maintaining, of every departments of TEDA government as well as each infrastructure service departments (water, power, gas, heating, bus, civil planning, greenery). Call Center has been crucial communication channel between the government and investors, companies and residents. On one hand, Call Center helps to reduce the working intensity of government officials, on the other hand, its information system will inspect relative problem solving, and reflect the cares of companies and residents, so as to improve government service quality.

www.TEDA.gov.cn includes 42 departments of TEDA Community and direct authorities, and will be implemented in stages to realize the final goal of real e-government service between the government and companies and residents. The 1st phase of www.TEDA.gov.cn includes construction of E-government official website and relative functional authorities websites. Till now, they has realized the releasing of government information and individual interactivity with clients, and are improving the higher level application and approval procedure system, so as to realize the online interactive government service.

www.TEDAhr.com provides TEDA clients with constant human resource service, to improve the efficiency of human resource scheme.
