TEDA is not only an ideal working place, but also a comfortable and pleasant living and relax community, which has been highly recognized by many overseas and domestic investors and their local managers. High standards and low cost apartments/villas, complete service system of culture, education and health care facilities, perfect community services, lower living cost, all these facts encourage people to choose TEDA as their hometown. According to the latest statistics, the resident population in TEDA has been over 80,000.

With the stable and fast economic development, the social undertaking of TEDA also makes progress in full scale. Facilities such as education, medical care, housing, commerce, culture and social benefits, are under construction and perfection and following the international standards.

Diversified housing parks, villas, hotel, restaurants, golf course, sports fields, bars and clubs in TEDA. The education and medical care infrastructure of TEDA, such as kindergartens, infants schools, primary school, middle school, university, and hospitals, are progressively upgraded.

1) Infrastructure
There are 6 living communities specialized for foreigners in TEDA including: Green Park, Sunshine Xinganxian,Sunshine New Park, Wanlian Villa, Tianyuan Villa, Pacific Village Villa etc. And other foreigners live in the communities such as Warner House, Cuiheng Kangting, Taifeng Home, Perfect Garden (Bomei) etc.

In TEDA, there are 2 five-star, 4 four-star and 8 three-star hotels, as well 19 comprehensive foreign business hotels. All of the hotels have achieved advanced internationalized management system, with a satisfied business environment.

In TEDA, there are public facilities to satisfy with the foreigners living, such as TEDA Hospital, TEDA International Cardiovascular Hospital, and 11 private medical organizations.

In TEDA, there are around 12 various schools including international schools, which providing normal education for the children of the foreign investors.

There are specialized English published materials for lending in TEDA Library, which also providing almost 300 kinds of overseas newspaper such as New York Times, Times etc.

In TEDA, there are gyms with high-standard, comfortable environment, good service, even with English-speaking coaches.

2) Parties and Clubs for Foreigners
At present, in TEDA the non-profit organizations focusing on business and communities with the foreigners and Hongkong Taiwan people playing the main roles, including Europe-America Echo Club, Japanese Association, German Association, Taiwanese Association, International Service Team of Warner Community etc.

3) Relative Foreign Policies
After the implementation of Foreigner in Chinese permanent residence examination and approval policing Method> issued by State Public Security Department, and State Ministry of Foreign Affairs on August 2004, TEDA will strongly recommend to the Tianjin Exit & Entry Administration to apply for the qualification of permanent residence, for the senior foreign talents who contribute to the economic, scientific and social development of TEDA, or foreign investors with relatively higher investment in TEDA, and the talents with special contribution to TEDA or demanded and encouraged by the country. 

 

For the foreigners with higher position than Deputy General Manager in the companies with more than 3 million USD investment, and with relatively important contribution to the regional economy, scientific and social development, according to the actual situation, TEDA will recommend the application for 2-5 years business visa or Resident Permit for foreigners in China.

In accordance with Chinese laws and regulations, a foreign expatriate, if he/she needs to work in China for over three months, shall apply for a work permit.

Obtaining a Foreign Expert Certificate
The following qualifications are required for a foreign expert working for a foreign-funded enterprise to apply for a foreign expert certificate.

1. Possessing a diploma higher than the bachelor's degree or a technical title higher than engineer or other academic/technical ranks of such status;
2. Possessing more than five years of work experience in his/her profession, and meeting the basic work qualifications and having the ability to provide professional guidance and instruction;
3. Possessing a special skill or technique urgently in need in China or other professional specialties;

4. Possessing more than five years of managerial experience outside China and having worked as a manager or in a position of equal status to or above that status in a large and medium-size overseas-funded enterprises or high-tech enterprise.

5) Current situation and structure of Foreigners
Till the end of 2005, the foreigners who live in TEDA in a long-term have reached 1214, among which 796 of working employee, 418 of their family members. In 2005, the foreigners who are invited to work and pay business visit to TEDA were 5086.
