China's First Service Outsourcing Talent Training Center Chooses TEDA

 

Recently,at the Ministry of Commerce (MOC), TEDA signed a letter of intent with the MOC's work team of the"Thousand-Hundred-Ten Project",which is designed to develop ten competitive outsourcing base cities, encourage 100 world famous multinationals to move their service outsourcing business to China, and incubate 1,000 large and medium-sized service outsourcing enterprises that meet international standards. The two sides agreed to jointly set up Tianjin Center for China's Service Outsourcing Training,which will supply top talent to the service outsourcing enterprises in TNCD,Tianjin and the circum Bohai region. As a pilot program exploring the new mode and system for service outsourcing training,this Center stands as the MOC's first service outsourcing talent training center in China.

 

According to the letter of intent,the MOC would grant TEDA relevant incentives and support in terms of the service outsourcing industry while TEDA has the obligation to provide service outsourcing training to 10,000 to 20,000 people to meet the requirements of enterprises each year. Vigorous efforts will be made to attain the objective that by 2010,TEDA will have 50,000 to 60,000 employees working in the service outsourcing business. Special training will be provided to important talent for key projects and special funds will be budgeted and allocated for service outsourcing training. TEDA will try to exert the best impact on the society. Mainly oriented with the employment of college graduates,the training carried out in TEDA helps graduates to seek job opportunities in the service outsourcing industry. Meanwhile,tailor-made training is also conducted for the technicians and managers of different levels,in line with the needs of the service outsourcing enterprises.

 

It is learned that the development plan of TEDA to promote its service outsourcing industry has set the following goals. By 2010,the sales revenue of the service outsourcing industry that TEDA focuses on is expected to reach 5 to 6 billion RMB yuan,which is to include 2 billion yuan from ITO,1 billion yuan from financial back-office support,1 billion yuan from pharmaceutical R&D outsourcing,over 300 million yuan respectively from customer service center, administrative management and human resources,and FAO,as well as US$ 300 to 400 million from offshore outsourcing business. TEDA will bring in 6 to 8 large companies,each of which has a sales revenue of more than 500 million RMB yuan, and support their development. By 2010,a total of 50,000 to 60,000 people are expected to work in the service outsourcing and trade industry of TEDA.

Foundation for Tianjin TISCO Daming Metalwork Laid in TEDA

 

Recently, Tianjin TISCO Daming Metalwork Co., Ltd. laid foundation in TEDA. With 80 million dollars'investment (registered capital 35 million dollars) from Taiyuan Iron & Steel (Group) Company., Ltd. and Hong Kong Tongshun Industry Co., Ltd., the 140,000-square-meter new facility will be focusing on the manufacturing, processing and marketing fro non-ferrous metal composites, new alloys, high-grade architectural metalwork, plumbing equipments etc. as well as related technology consultancy and after-sale services. It is mainly equipped with imported machineries for horizontal and vertical cutting of cold & hot rolling, surface treatment, precision processing & cutting, prototyping, etc. and its annual processing capacity is projected at 250,000 tons.

New Facilities of Denish Vestas Held Their Opening Ceremonies in the West Zone of TEDA

Recently the opening ceremony of Nacelle Factory and Generator Factory of Vestas Wind Technology (China) Co, Ltd. was held in the West Zone of TEDA.

Vestas Wind Technology (China) Co., Ltd. is a wholly-owned subsidiary of Denmark-based Vestas Wind System A/S in China. As one of the production bases of the group in the Asia-Pacific region, it will provide products and services to Chinese and international markets. With 30 million dollars of investment, Vestas Wind Technology (China) Co., Ltd. was founded in TEDA in Jun. 2005. In Sep. 2006, it increased its investment to 66 million dollars. At present it has four factories to produce blades, nacelles and generators for two-MW wind turbines.

Gurit, A Famous Swiss Producer of Composite Materials, Invested in the TEDA Yat-sen Scientific Industrial Park

Recently Gurit (Tianjin) Composite Material Co., Ltd. which was the first company set up by Gurit Holding AG, a famous Swiss producer of composite materials,   officially opened its business in China. The arrival of Gurit should be attributed a lot to the strong attraction of the Denish Vestas project, the French Airbus project, and others in TEDA.

With a history of over a hundred years, Gurit specializes on providing solutions of composite materials for wind power generation, transportation, ships, and architectural engineering. And 50% of Gurit's market shares come from wind power generation. According to the energy plan of China, the installed capacity of wind-driven generators will reach 5,000 MW by 2010 and 30,000 MW by 2020. It is an inevitable trend that the world wind power generation industry will gradually shift its focus to China.

It is very important to construct its facility nearby its customers since its main product, the prepreg materials, requires cold transportation and storage. Both Vestas and Airbus are important clients of Gurit and located in the TNCD.

The wind power generation industry is one of the rising industries of TEDA. The main industries Gurit serves such as auto and ship manufacturing are the leading industries of the TNCD. Such an industrial environment finally promoted Gurit¡¯s decision to make its first investment in China within the TEDA Yat-sen Scientific Industrial Park.

Gurit (Tianjin) Co., Ltd. has a total investment of 18 million Swiss Franc. It is learnt that the company will have its annual sales up to 50 million Swiss Franc when it runs at full capacity.

Rotam Comes to TEDA

 

Recently, Rotachem, a solely-owned subsidiary of Canada's Rotam Lifescience held its ground-breaking ceremony in the Hangu Modern Industrial Park of TEDA. Sun Shen, vice-chairman of TEDA Administrative Commission and Luo Changgeng, Board Chairman of Rotachem witnessed the ceremony and together shoveled earth for the groundwork.

 

In his speech, Vice-chairman Sun Sheng praised Rotam as a technology leader in its own industry and will surely make positive contribution to the chemical industry of TEDA with its advanced equipment, cutting-edge technologies and environment-minded concept. He also promised that TEDA Administrative Commission would like to facilitate the company's operation and expects more cooperation in a broader sense.

 

Headquartered in Vancouver, Canada, Rotam is composed of over 40 companies with world wide presence. Its Life Science Chemicals Division, as its core business unit, covers a variety of fields such as crop protection, veterinary, pharmaceutical medications, and related packaging products. Since 1991, Rotam has invested 80 million dollars in nine plants in Chinese mainland, involving pesticide synthesis, formulation processing, veterinary, pharmaceutical medication, package manufacturing, etc. Its TEDA subsidiary Rotachem has a registered capital of 35 million dollars and is supposed to occupy an area of 124,800 square meters. It first phase facility will cover 39,000 square meters to deliver 1,200 tons of cypermethric acid chloride (CMAC) annually.

TEDA's Contracted Overseas Investment Hit 3 Billion Dollars First Half 2007

Through the first half of 2007, TEDA has approved 105 foreign-funded enterprises to set up local presence and another 141 ones to make additional investment, adding its contracted overseas investment by 3.049 billion dollars (1.02 billion of which has been actually funded so far). With these handsome figures, it continues to top the list of overseas investment absorbers among all the national-level development zones in China.

Rather than relying solely on new projects, today TEDA has dramatically tapped its potential in overseas investment absorption through multiple channels such as approving new enterprises and investment increment by existing ones, etc. By the end of June this year, 141 existing enterprises have increased their contracted overseas investment by 757 million dollars (some through mergers and acquisitions), which accounts for 25% of the region's total new contracted overseas investment. Investment increment has turned out to be another significant source for local investment promotion.

At the same time, TEDA also saw more new projects marked by lower resource & energy consumption and higher quality. This delightful trend is exactly in line with its work plan to attract more low-consumption, low-input, and high-return clients. If viewed from the perspective of industrial structure, facts are: leading industries continue to grow towards an all-round direction, product chains of automobile, electronics, mechanics, chemical, biomedicine, and foodstuff further extended, new service sectors like financing and outsourcing achieved visible progress, and the local industrial structure were initially optimized. Among the newly approved projects, there are four financial institutions and six service companies.

Outsourcing a New Star Industry in TEDA

Service outsourcing has emerged as another star industry in TEDA. In the first half of this year, the tertiary industry, once a dim spot of TEDA's economic landscape, registered a rapid growth rate of 28.3% and contributed 47.8% to local economic increment. The ratio between secondary and tertiary industries shifted from 85.6:14.4 to 83.0:17.0, which is mainly attributable to the visible progress in service outsourcing.

This year witnessed accelerated development in service industry.TEDA signed cooperation agreements with three domestic outsourcing service suppliers, namely, Dalian Hi-Think Computer Technology, BeyondSoft, and CompuPacific International, allowing them to explore opportunities and help foster local market in TNCD. Simultaneously, a major outsourcing portal (www.chnsourcing.com) was launched by ChinaSourcing Company to offer service portfolio covering project matching, information release, personnel training, etc. to domestic outsourcing suppliers.

In March, Wuxi PharmaTech, an outstanding indigenous CRO (contract research organization), supplemented investment only one month after its opening. Standard Chartered (China) Co., Ltd. also started its hi-tech information operation center-- Scope International (China)-- in TEDA, marking the banking giant's resolution in building a information hub for its China market.

As cost in various industries keeps rising in China, its cost competitiveness in the secondary industry gradually fades away. Under such a backdrop, service outsourcing may be a smart solution to the puzzle of industry updating and regional development for China and, TEDA.
