TEDA and Surface Mount Technology (Holdings) Ltd. held an investment agreement signing ceremony in TEDA Investment Service Center a few days ago.

 

According to Mr. Li Yong, Surface Mount Technology (Holdings) Ltd. of Hong Kong is a large and famous enterprise. It¡¯s the company¡¯s strategic vision to choose TEDA as its location of investment. Now the New Coastal District is to be included in the national development planning, therefore it will have a brilliant development prospect. Surface Mount Technology will sure enjoy great investment return here in TEDA, and TEDA Administrative Commission will support the company with the most preferential policies and the best service.

The project of the Central Park in the Coastal Financial Street was initiated at the end of 2005 and the construction is expected to be officially completed at the end of 2006. The Central Park is surrounded by the Third Avenue, Shengda Street, Guang Chang Dong Street, and Guang Chang Xi Street in TEDA. With a planned investment of 60 million yuan, it is composed of a park above ground, an underground parking lot, and a crater food plaza.

 

The construction plan of this project was designed by AREP of France with total land used of 13,800 square meters and a total floorage of 13,800 square meters. With a total floorage of 11,700 square meters and 350 parking spaces, the underground parking lot is to fulfill the parking demand of people who work around and come to the Financial Street without changing the current traffic arrangement above ground. The crater food plaza has a floorage of 2,100 square meters.

 

As is known, the park above ground covers an area of 11,700 square meters and has a landscape which contains water, ornaments, and plants. The park lies on the landscape axis of the financial street thus it enjoys the convenience and advantages of  both traffic and landscape.

The overall construction of the modern streetcar project of TEDA will get started on April 30 and the trial operation is expected to start on December 6, the foundation day of TEDA. As is known, with a total length of 8.8 kilometers and a total investment of approximately 190 million yuan (not including streetcars), phase I of the project is a trial line which extends from Dongting Avenue Station of the light rail (as the south end) to the North Station in the north of the University Town (as the north end). It is estimated that 14 stations will be set up along the line with island platforms above ground. Eight Translohr streetcars of France will be put into use. A Translohr streetcar has three carriages with a maximum loading of 167 people and a maximum speed of 70 kilometers per hour. The construction of the streetcar project indicates that a new transportation system is taking shape in TEDA.

 

After the streetcars are put into use, people will have more choices for means of transportation besides current buses, taxis, and private cars. It also will improve the service of TEDA¡¯s public transporation system and reduce TEDA¡¯s increasing tension of transporation.

As one of TEDA¡¯s key public construction projects for 2006, construction of the New Town Police Station of TEDA Public Security Sub-bureau will be completed in April.

 

TEDA¡¯s excellent residential environment has attracted a tremendous population to live and work here. By 2005, TEDA had a permanent resident population of 105,000. However, the existing Huang Hailu Police Station and Dong Tinglu Police Station are faced with the problem of inadequate police numerical strength. Therefore, construction of the New Town Police Station of TEDA Public Security Sub-bureau was commenced in 2005 and is expected to be completed in April of this year. With a total floorage of approximately 3,925.2 square meters and a planned investment of 4.1 million yuan, the New Town Police Station is located in the center of TEDA with Guangda Street to the south, land for Shifu project to the north, the New Town Greenbelt to the west, and New Town West Street to the east with its police force covering New Town and its neighboring districts.

 

Different from ordinary buildings, this project has made the best use of TEDA¡¯s limited land resources. The whole project includes such two functions as a police station and a converting station. Its architectural style is a combination of the special features of a public security department and a perfect integration with the converting station. The total floorage of the project is 3,881.01 square meters with 2,265.89 square meters of the converting station and 1,624.12 square meters of the police station. The converting station is a three-story building of framed structure, and the police station is a four-story, partially five-story building of framed structure with height of 16.7 meters.

TEDA Administrative Commission and government of Hangu District held a signing ceremony a few days ago for the cooperation in development of TEDA Chemical Industrial Park. Both sides came to agreement in such respects as the planning, development, construction, and project approval of land of 27 square kilometers of TEDA Chemical Industrial Park within Hangu District.

 

TEDA Administrative Commission, through cooperation with the government of Hangu district, constructed the Chemical Industrial Park in Hangu District in 1996 with an area of 2.34 square kilometers. By the end of 2005, 28 Sino-foreign joint ventures, cooperative businesses and exclusively foreign-owned enterprises had got approval in the Chemical Industrial Park. Such five major industrial features have taken shape in the Park as manufacturing bases of large multinationals representing the advanced level of the world¡¯s manufacturing industries, individually-run enterprises with internationalized development, circular economy oriented enterprises, strategic eastward transfer projects of state-owned enterprises, and industrialization bases of scientific research institutions.

A grand foundation stone laying ceremony of Goodsun Apartment Building constructed by the Mid-south Cluster of TEDA West Zone was held in the Zone a few days ago. The Goodsun Apartment Building was a large apartment building for blue-collar workers constructed by Tianjin Gortson Investment Corporation after the Goodsun Apartment Building in TEDA Mother Zone. It was constructed in response to the policy of an all-around development of TEDA West Zone and construction of apartment buildings for blue-collar and white collar workers formulated by TEDA Administrative Commission. Phase I of the project is expected to be completed on September 15 and to come into use at the end of September. Completion of this project will satisfy West Zone workers¡¯ residential demand and greatly improve the overall supporting ability of the Zone.

 

As is known, the Gooodsun Apartment Building of the Mid-South Cluster lies next to such companies as Kumho Tire and CMT with an area of 55,195.04 square meters, a total floorage of 104,870 square meters, a total investment of 320 million yuan, and a designed number of residents of 19,000 people. This project includes such individual projects as worker apartments, public service facilities, and supporting commercial facilities. It is to provide a safe and comfortable residential place for workers of various industries in TEDA and the New Coastal District outside of their hometowns mainly with very cheap rents. With a floorage of 48,754.06 square meters, Phase I of this project is expected to be completed on September 15 of this year and to come into use also in this September.

Construction of Fu Shida Electric Bicycle Co., Ltd., the first industrial eastward transfer project to TEDA West Zone, will start within the next few days. Fu Shida is a very famous brand in which the West Zone and Dongli District cooperates, and it has the greatest output and sales volume in China¡¯s electric bicycle industry. The annual output of the company is expected to be 300,000 after its all-around commencement of production on April 1, and then 500,000 within five years¡¯ time.

 

According to introduction, Phase I of this project covers a total area of 56,000 square meters with a floorage of 35,000 square meters. Next to it is land reserved for Phase II. With an area of more than 70,000 square meters, Phase II will introduce into the West Zone the electric bicycle industrial chain and domestic and overseas transmission part and battery manufacturers with leading technologies. Ready to transfer all of its facilities from Dongli District to the West Zone, Fu Shida will construct in the factory building of Phase I an R&D center of 1,000 square meters to perform new product development, key component testing, and high tech research and development. With an investment of 82 million yuan in Phase I, Fu Shida will increase its investment through joint venture with a Singaporean enterprise called Perfect China.

 

Headquartered in Dongli District of Tianjin, Fu Shida Group is an individually-run enterprise group established in 1992. Its Fu Shida bicycles and electric bicycles are sold in domestic and overseas markets. It had a business income of nearly 300 million yuan last year.

TEDA Administrative Commission formulated a few days ago such ten practical measures to improve investment environment in 2006 as to:

 

1. Revise and improve TEDA's policy system for industrial promotion to provide guarantee for the sound and rapid growth of TEDA's major industries.

2. Set up the Coastal Angel Venture Capital Fund and strengthen government's support for newly established enterprises with independent intellectual property rights.

3. Promote the Sunlight Project to improve migrant workers¡¯ working and living conditions as well as their cultural and professional skills and share with them TEDA¡¯a achievements in construction.

4. Complete the infrastructure construction of the Export Processing Zone and the West Zone to further promote processing trade transformation and upgrading and accelerate the improvement in investment environment of the West Zone.

5. Complete the project of water introduction from Yuelong Town to provide a new water source for the region and guarantee an increase of water supply of 100,000 tons per day for TEDA.

6. Complete the construction of a new transportation system to improve the regional transportation environment, meet the urban public transportation demand, and promote the regional development and prosperity.

7. Complete the construction of Sentai Community Center to provide residents with a more comfortable and convenient living environment.

8. Complete the construction of a comprehensive outpatient department of the college community which is up to the national standard in medical organization construction to provide basic medical services for the college community and the neighboring enterprises.

9. Complete the construction of TEDA Second Primary and High School for an increasing number of children of school age in TEDA.

10.Establish a community college which includes a seniors training center to improve an open, socialized, and diversified lifelong educational system.

 

TEDA Circular Economy Promotion Center, China¡¯s first carrier organization for circular economy, was established in TEDA a few days ago. This center was co-established by TEDA Administrative Commission and Nankai University. It will serve as a linkage of production, academy, and research for circular economy of the New Coastal District and Tianjin Municipality as well as a platform that supports technical talents. It will be formed into a pilot base for TEDA¡¯s circular economy with the combination of the advantages of Nankai University¡¯s technical talents and the actual conditions of thousands of overseas-funded enterprises and self-relying and self-innovating enterprises in TEDA. Office of the center is in TEDA College of Nankai University.

 

TEDA Circular Economy Promotion Center is a bridge for communication and cooperation between enterprises and the government. On the one hand, it provides support for government decisions, and on the other hand, it provides fee based services for enterprises. It will formulate as soon as possible some preferential policies in particular for enterprises to encourage resource-intensive production, prevent resource waste, reduce waste discharge, and promote ecological chain construction according to the market mechanism and price leverage.

 

As is known, the center will carry out services mainly in such respects as information system construction which includes development of circular economy websites and construction of circular economy information and database, cleaner production audits, technical researches in regional circular economic growth, on-line industrial waste exchange and industrial waste eco-labeling enterprise certification.
