|A Services Guide Available in TEDA's Communities|
On Jan. 4, 2005, a handbook entitled TEDA Community Services Guide, which provides all the service telephone numbers in TEDA, has been printed.
The handbook is composed of three parts. The first part is about the various problems residents meet in daily life. It focuses on the social service facilities of TEDA and partially introduces the commercial service facilities in Tanggu District. Some telephone numbers in common use are contained such as those for fire alarms, power equipment maintenance, weather forecast, postal service and customer complaints. The second part provides the contact information on both public utilities like TEDA Water Company, TEDA Post Office, TEDA Bus Company, Weather Early Warning Center of New Coastal District, TEDA TV Station, etc, and residents¡¯committees of all communities and property service agencies in all residential areas. And the third part includes the information on such social services related to accommodations, finance, automobiles, catering, shopping, cultural and sports entertainment, medical treatment, education, tourism, transportation, etc.
The part entitled Introduction to the Services of the TEDA Administrative Commission basically contains all the services the commission provides to residents. And these services involve population and family planning, judicature and public security, civil affairs, job centers, individual dossier management, letters and visits, complaints, etc.
The part entitled Green Passage for Community Life introduces some methods on how to effectively make use of the services offered by the commission and other related service agencies.
The handbook is compiled by the TEDA Social Development Bureau with an aim to bring convenience to the people. Residents¡¯ committees of all communities here will distribute a free handbook to every permanent resident of TEDA. Tens of thousands of handbooks are expected to be distributed.

|The Satisfactory Development of the Chemical Industrial Park of TEDA in 2004|
Recently a great number of projects supporting the chemical, auto£¬and electronic information industry have arrived at the Chemical Industrial Park of TEDA . There are nearly 30 enterprises on the land of 2.34 square kilometers of Phase I of the Park, with four of them being the world¡¯s Top 500 enterprises.
Focusing on the marine chemical, fine chemical, and petrochemical downstream products, the Chemical Industrial Park of TEDA has made considerable progress through the eight years since its foundation. It has attracted by now 28 projects with a contractual investment of 334 million dollars from a number of domestic and foreign high-tech chemical enterprises such as PQ (Tianjin) Silicates Technology Co., Ltd., Tianjin Huanqiu Chemical Science and Technology Co., Ltd., Tokai Carbon (Tianjin) Co., Ltd., and Tianjin Zhongwei Pharmaceutical Co., Ltd. After all of these enterprises reach their expected outputs, they will be capable of producing 220,000 tons of EPS per year, 4,000 tons of silicate and its downstream products per year, 3,000 tons of Vitamin B1 per year, 600 tons of Vitamin B2 per year, and 50,000 tons of carbon black per year. Thus they will become the No. 1 in the world in terms of Vitamin B1 production scale and in China in terms of carbon black and EPS production scale.
Based on the current development of the Chemical Industrial Park and the experience of domestic and foreign advanced chemical industrial zones, the Park is planning to make land expansion of 22 square kilometers eastwards to create enough space for development. The Park is expected to accomplish a cumulative infrastructure investment of 2.2 billion yuan, project investment of about 25 billion yuan, and total industrial output value of about 30 billion yuan. While realizing the economic benefit, it will constantly create more employment opportunities and promote the development of the tertiary industry and the overall level of the chemical industry of Tianjin.

|The Biology Center of Tianjin Tianlong Agriculture Science Co., Ltd. Breaks Ground|
Recently, the Biology Center of Tianjin Tianlong Agriculture Science Co., Ltd. held its ground-breaking ceremony in TEDA.Tianjin Tianlong Agriculture Science Co., Ltd. is a hi-tech enterprise engaging in the selection and cultivation of new rice types, the technological research and industrialization of agricultural by-product deep processing, and bio-engineering technology, with Academician Yuan Longping (globally known as the ¡°Father of Hybrid Rice¡±) as its chief scientist. Armed with solid research strength, modern experimental equipments, and rice and seed production and processing facilities, the company focuses on the research and development of the "Yuan series" new hybrid rice type.

|Tianjin Toho Lead Recycling Co. Ltd. Settles Down in TEDA|
Recently, the signing ceremony of a land transfer contract between the Chemical Industrial Park General Corporation of TEDA and Tianjin Toho Lead Recycling Co., Ltd. (Tianjin Toho) was held in TEDA. This project has successfully mended the domestic technological gap of waste storage battery recycle and thus made Tianjin Toho the first international supplier of green recycled lead in China.
Registering a total investment of 4.75 million US dollars, Tianjin Toho covers an area of 20,000 square meters. Its main facilities are expected to be completed by late October, 2005, with an annual recycled lead alloy production capacity of 12,000 tons. Its main products include recycled lead antimony alloy and recycled lead calcium alloy, and will be used as chemical materials and for storage battery production.

|Sanyei (Tianjin) Auto Parts Co., Ltd. Starts its Production|
Sanyei (Tianjin) Auto Parts Co., Ltd. has commenced its production in TEDA¡¯s West Zone. As a supplier to the Toyota project, the new company will specialize in the production of auto logistics products with a total investment of 2.88 million dollars. It will cooperate with Mitsui & Co., Ltd., one of the Fortune Global 500 companies in the construction of its second-phase project.

|China's First Non-Legal Person Venture Capital Fund with Foreign Investment Established in TEDA|
SAIF Venture Capital Investment Growth Fund has recently been registered in TEDA. It is China¡¯s first non-legal person venture capital fund with foreign investment whose operations both abide by Chinese laws and follow international practice.
The fund has 20-million-dollar registered capital, with each of its shareholders, Tianjin Venture Capital Co., Ltd. and Softbank Asia Infrastructure Fund (SAIF), a world famous venture capital company, contributing 10 million dollars. SAIF, founded in February of 2001, has Cisco Systems, Inc. as its limited partner and Softbank Corp. as its general partner. To fulfill its duty of managing the guiding fund for the venture capital of Tianjin Municipality, Tianjin Venture Capital Development Center set up Tianjin Venture Capital Co., Ltd., a venture capital company in charge of fund of funds management, in March of 2001. SAIF will again contribute at least 10 million dollars for the co-investment with the joint venture fund. After its establishment, the fund is expected to raise 50 million dollars within one year and 100 million dollars within three years.
Along with the fund, Tianjin Venture Capital Co., Ltd. and SAIF have registered and established SAIF Growth Investment Venture Capital Management Co., Ltd. in TEDA. It will be in charge of managing SAIF Venture Capital Investment Growth Fund as well as seeking and choosing quality investment projects for the fund. The fund will focus its investment on the products and technologies related to broadband, wireless communications, digital TV, auto electronics, integrated circuits, etc.

|The Opening Ceremony of Chr. Hansen (Tianjin) Food Ingredient Co., Ltd. Held in TEDA|
The opening ceremony of Chr. Hansen (Tianjin) Food Ingredient Co., Ltd. was recently held in TEDA. Mr. Ai Yamin, Vice Chairman of TEDA Administrative Commission, Mr. Mikaelsen, Danish ambassador to China, and Mr. Boeg Hansen, Vice President of the Chr. Hansen Group attended the ceremony.
When addressing the ceremony Mr. Ai Yamin first of all extended his congratulations to Chr. Hansen (Tianjin) Food Ingredient Co., Ltd. on behalf of TEDA Administrative Commission. He said that TEDA had always been in very good cooperation with Danish enterprises for 20 years since its foundation. Companies such as Novozymes and Novo Nordisc are enjoying very good development in TEDA. With the best services from all departments of TEDA for the development of the company, he wished Chr. Hansen more and more prosperous operations here in TEDA.
According to relevant information, Chr. Hansen (Tianjin) Food Ingredient Co., Ltd. was established in TEDA in July 2004 with a registered capital of 8 million yuan. It focuses on the production of food ingredients such as natural colors and cultures.

|The World's Largest Carbon Black Production Base to Take Shape in TEDA|
Recently a ground-breaking ceremony of Cabot Chemical (Tianjin) Co., Ltd., a joint venture of Cabot (China) Investment Co., Ltd. and Shanghai Coking & Chemical Corporation, was held in the Chemical Industrial Park of TEDA. Mr. Kennett F. Burnes, Chairman of the Board, President and CEO of Cabot Corporation, and others were present at the ceremony.
Occupying an area of about 200,000 square meters in its initial phase and planning to make a first-phase investment of 28 million dollars, the company aims at constructing a first-class production line with a production capacity of 61,000 tons of various quality carbon black products used for rubber. After its expected operations in January 2006, the production line will have the biggest production capacity of quality carbon black in the world. And the two investors of the new company expressed their intention to build the company into the world¡¯s largest quality carbon black production base.

|The LG Bohai Chemical VCM/EDC Project Receiving Approval|
The LG Bohai Chemical VCM/EDC project (Tianjin LG Bohai Chemical Company Limited) officially received approval from the Ministry of Commerce on January 24. With a registered capital of 100 million dollars and a total investment of 300 million dollars, this is the first big project with its investment reaching 100 million dollars introduced to TEDA in 2005. After going into production, this project will be capable of an annual output of 350,000 tons of VCM, 300,000 tons of EDC, and 240,000 tons of caustic soda. This project surely will play a very active role in further improving the petrochemical industrial chain of the New Coastal District of Tianjin and promoting the development of relevant industries.

|Mando Tianjin Automotive Parts Co., Ltd. Established in TEDA|
Mando Industrial Co., Ltd. of South Korea has established in TEDA its fourth branch company in China. The newly established company, Mando Tianjin Automotive Parts Co., Ltd. officially signed the land contract with TEDA on January 10.
Mando is the biggest auto part manufacturer of South Korea. With a total investment of 48.768 million dollars, the new company in TEDA is to focus on the production of the braking system, steering system, damping system, and key parts for the ABS system. The new factory will be built in Yat-sen Scientific Industrial Park of TEDA with an area of 45,000 square meters. Phase I of the project is to focus on production of die-cast parts for the braking system. The construction of the factory and the installation and testing of all equipment will be completed within this year. The factory will start its batch manufacturing in January 2006. It is expected to be capable of an annual output of 33,000 tons of die-cast parts by 2010.
Established in 1962, Mando Industrial Co., Ltd. is the major tier 1 OEM supplier for Hyundai Motor. It focuses on the production of the auto key parts including the braking system, steering system, suspension system, chassis assembly and its components. It is the first company to develop and produce such highly sophisticated products as the ABS system, ESP (electronic stability program), ECS (electronic control suspension), and EPS (electronic power steering). Of all auto part enterprises in South Korea, it is the first enterprise to supply auto parts to the three big whole-vehicle factories of GM, Ford Motor, and Chrysler Motor of the USA.
