TEDA guarantees the power supplying without limiting electricity consuming by cutting the supplying Recently, the Report about Electricity Consuming Peak Time Solution indicated that before that period, in order to secure the stable power supplying for TEDA clients, TEDA has adopted many effective methods. I. Relative information about TEDA power supplying: i) In 2003, the sales amount of Tianjin Power Company was 24.753 billion KW-h, which provided with support to 238.694 billion RMB GDP and 437.076 billion RMB Industrial Output of Tianjin. In the same year, the sales amount of TEDA Power Company was 978 million KW-h, however, 4% of that of Tianjin, which offered strong support to 44.523 billion RMB GDP and 125.139 billion RMB Industrial Output, respectively 18.6% (almost half of what of Binhai New Area) and 28.6% of those of Tianjin. It showed that the average economic contribution per KW-h of TEDA is 5 times of that in Tianjin. In 2004, the planning electricity consuming is 1.08 billion KW-h (actual amount higher than that), which 20% than that of last year, and the estimated highest loading is 219,000 KW, when all transforming substations are fully loaded or over loaded. ii) In the intensive competition of business promotion all over the country, as well the limitation of power supplying by power cutting, the investors in TEDA will not face such dilemma, namely no limitation of energy supplying and no power cutting in TEDA, which turns to be the basic advantage of TEDA. ¡°Investors are Emperor.¡± and ¡°Make Investors Profitable¡± are the ideals of TEDA, which indicates that TEDA is trying all best to create the best investment environment for our investors, including the safe, high-qualified, constant, and stable power supplying, which is the honest promise to our investors. In case of guarantee for the power supplying for our investors during the peak period of electricity consuming, it will be the exceeding advantage of TEDA investment promotion. For the foreign invested companies in TEDA especially the multinational enterprises, production, contracts, credit and benefit will be impacted, so the life line of TEDA will be influenced, which are the foundation of TEDA investment promotion. Therefore, before the peak time, TEDA negotiated and discussed with relative authority about securing the electricity supplying, so as to guarantee the contribution to the economic growth. TEDA expected the support from Tianjin Economic Committee and Tianjin Power Company. II. Tianjin Power Company has issued the notice of limiting electricity consuming, especially for the costal area where the loading has been too high. Whereas the big gap between the supply and demand in our city, and guided by the principle to share the burden for Tianjin government and Tianjin Power Company, TEDA plays an active role in cooperating works, with the following measures: i) TEDA Administrative Commission and TEDA Holding Company attach a lot of importance to electricity supplying of our area, and established Power Supplying Balancing Team of TEDA, which is responsible for the organizing, coordinating, managing and solution providing for the works about staggering peak time and limiting electricity consuming. Chairman Li Yong plays the role of Team Leader, and Vice Chairman Ai Yamin and Wang Xinfeng are the deputy leader; the members include Song Weiqun, Jia Shouyue, Wang Haiying, Zhang Jialin, and there is a working group made up with Public Utility Department and Power Supplying Company of TEDA Holding Company. ii) According to the electricity price of pinnacle time adjustment of Tianjin, TEDA adopted price leveling method to instruct the companies to stagger and avoid the peak time, so as to enhance the energy consuming effectiveness, lower the operation cost reasonably, to reach the goal of fill the valley time of electricity consuming while reducing the amount in the peak time. iii) Strengthening the publicizing of saving energy in the ways of issuing ¡°Proposal Letter of Saving Energy by Reasonable Electricity Consuming¡± on ¡°North Economic Times¡±, the service windows of TEDA Administrative Commission, TEDA Holding Company, Power Company Service Center, including advocating using energy-saving products etc. At the same time, we also provided suggestions and proposals for the clients for staggering and avoiding the peak time. iv) Under the condition of insufficient loading of steam of the generator system, TEDA will fully use the thermoelectric company No. 5 plant and Guo Hua power plant to generate electricity with full loading capacity, without taking account any loss, which estimated amount will be 15,000 KV. v) Actively coordinating with our clients, to suggest the companies with self-back up generators to generating electricity by themselves, to lower the pressure on electricity network. vi) Organizing and coordinating with the large consumers the electricity and the companies without continuous production to staggering the peak time. We will adjust the plan in time according to the change of electricity loading, and we firmly believe that with the support of Tianjin Economic Committee and Tianjin Power Company, TEDA will spend the peak time of electricity consuming this summer safely and stably.
