China's first recycling economic regulation, Guiyang's construction of a recycling economic eco-city, issued by the Standing Committee of the NPC of Guiyang, and will take effect on November 1.

Guiyang is China's first experimental recycling economic eco-city approved by the State Environmental Protection Administration. Guo Yingxian, deputy director of the Standing Committee of the NPC of Guiyang city, stated on Sunday (September 26) that the issue and implementation of this regulation not only boost the enhancement of the recycling industries in government, enterprises and the public, but also provide the construction of a recycling economic eco-city with the legal guarantee. The related departments in Guiyang city will lose no time when drawing up and formulating the relevant regulations and policies, and improving the legal system of the recycling economy.

Being an energy-oriented city in China's western underdeveloped region, Guiyang faces the heavy pressure of exhausting resources, low rate of recycling utilization as well as fragile eco-environment. It is a long-term objective to turn Guiyang into a recycling economic eco-city. Guiyang will implement a system of recycling industries and build a recycling economic eco-city with good ecology, reasonable arrangement and harmonious relationship between human and nature.

Currently, the experts in the State Environmental Protection Administration have approved the general plan to building Guiyang into a recycling economic eco-city and initiated such experimental projects of the recycling industries in the fields of agriculture, industry and consumption including an environmental-friendly fruits and vegetable base in Wudang district, a national ecological demonstration base for the phosphoric coal industry in Kaiyang county, and an ecological industrial base for the recycling commercial coal industry in Qing town. Relevant officials in Guiyang also employed many education measures to win public support for the advancement of the eco-economy and the construction of an eco-city, which deepened the general awareness of the sustainable development.

Guiyang's construction of a recycling eco-economy has caught the attention both at home and abroad. Shandong Yanzhou Mining Group has decided to cooperate with Kaiyang Phosphorus Mining Group and invested 2.5 billion yuan in the development and construction of a national ecological demonstration base for the phosphoric coal industry in Kaiyang county. So far, more than 20 eco-economy-oriented projects have their cooperation and investment partners with the total investment volume reaching 430 million yuan. UNEP (United Nations Environment Program) has ascertained Guiyang as the only city for the implementation of sustainable growth and consumptive government construction in the developing world. The German government will also support Guiyang's recycling economy construction within the general framework of Sino-German environmental protection cooperation.

The recycling economy is no longer new to us for it is the most efficient way to utilize the recourses and protect the environment. Meanwhile it is also the developing pattern for the economic activities with "small amount, recycle and reutilization" as guidance. The issuing of the recycling economic law by Guiyang demonstrates that the new environmental-friendly pattern adopted by most developed countries began to take root in China.

Generally speaking, the development of a recycling industries and the construction of an economized society are one important step in building a peaceful socialist society. Guiyang's exploration and experiment have brought the development of economy and society and the protection of resource and environment to a new dimension, serving as a principle for China's building of a well-off society.
