The total value of the international service outsourcing sector will reach US$1.2 trillion this year, and in the short-term the global outsourcing market is expected to grow at a rate of between thirty and forty percent. Service outsourcing not only helps many multinationals such as GE, Cisco, EDS, Mckinsey and TCS achieve great success, but is also the foundation of the rising economic prosperity of countries such as India.
The Chinese government and its associated ministries such as Ministry of Commerce, Ministry of Information Industry, Ministry of Science and Technology, Ministry of Education and Ministry of Finance attach great importance to international outsourcing as a vital component of the country's future economic development. China's booming economy, well-developed infrastructure and large pool of highly skilled labor means that an increasing number of companies are and will continue to look to China for outsourcing. Until now, the 11 well-developed cities of Tianjin, Dalian, Beijing, Xi'an, Shenzhen, Chengdu, Wuhan, Nanjing, Shanghai, Hangzhou and Jinan have been designated "Chinese Service Outsourcing Base Cities" by the Chinese government. The Suzhou Industrial Park has also been established as a "Chinese Service Outsourcing Demonstration Zone"and the Tianjin Economic-Technological Development Area was recently designated a "Chinese Service Outsourcing Training Center".
As a rapidly developing hub for finance, trade and foreign direct investment, and an authorized base city for service outsourcing, Tianjin has formulated a range of beneficial policies on land, tax, and human resources in preparation for its increasingly important role in the outsourcing sector.
It is for the above reasons that the Tianjin Municipal Government, together with the Asia-Pacific CEO Association and the International Outsourcing Centre, are co-sponsoring this Summit in Tianjin this year. |

Dear Sir or Madam,
At the end of this year two highly prestigious events will take place in China. The First Global Outsourcing Summit and the Third International Cooperation Summit for Asia-Pacific CEOs & Provincial Governors and Mayors will successively hold their grand openings in Tianjin, northern China's largest coastal city, and Guangzhou, one of southern China's most important and economically developed cities.
The overall aim of the Third International Cooperation Summit for Asia-Pacific CEOs & Provincial Governors and Mayors is to establish and leverage an effective long-term cooperative mechanism between outstanding business leaders and high-level government officials. The previous two summits won active participation and great support from government officials, statesmen, business leaders and provincial governors and mayors of different countries. Previous summits were successfully held in the Chinese cities of Beijing and Wuxi, sponsored by the Asia-Pacific CEOs Association, the Ministry of Commerce and the Wuxi Municipal Government. This year the summit will be held in the Chinese city of Guangzhou, sponsored by the Guangzhou Municipal Government, and will exceed the previous two in its depth and width of coverage .
In recent years we have witnessed the growing importance of international outsourcing, and this key sector now offers a range of lucrative opportunities for developed countries, developing countries, multinationals and local companies. According to the statistics from the searching website like Google and Baidu, "outsourcing" has been the hottest economic issue all over the world this year. Outsourcing is considered the most important business philosophy and management practice to have emerged over the last seventy-five years by the Harvard Business Review.
Through the outsourcing process companies can relocate their non-core business, boosting efficiency and profitability. With the rapid growth of telecommunications and the internet, service outsourcing has become the main symbol of the second integration stage of the international economy. As Mr. Thomas Friedman says in his book The World is Flat, "global service outsourcing is a global trend."
Outsourcing has been the cornerstone of development in countries such as India, and a growing number of nations are now looking to develop their outsourcing capability. In China state and provincial governments have already identified international outsourcing as a key component of future economic progress, and the country is working hard to attract further outsourcing investment.

It is for the above reasons that the Tianjin Municipal Government, together with the Asia-Pacific CEO Association and the International Outsourcing Centre, are co-sponsoring this Summit in 2007. The summit objectives are to establish a viable platform for international outsourcing, to bring together global outsourcing resources, and to facilitate the integration and development of the global service industry.
For your added convenience we have arranged for the two summits to be held on successive dates over the period of December 10th to 14th. Of course, if your schedule is tight, you may choose to participate in only one of them.

The first Global Outsourcing Summit will hold its grand opening in Tianjin, the largest coastal city in northern China this year on December 10-11, 2007. I would like take this opportunity to give an introduction of Tianjin city for our honored guests. As one of the four municipalities directly under the central government, Tianjin is the largest coastal city in northern China. So far the Tianjin government has approved nearly 20,000 foreign investment projects with a total FDI contract value of US$70 billion, and actual foreign investment has reached US$37 billion. One hundred and twenty-two out of the Fortune global 500 have invested in Tianjin, and the area boasts one of the highest investment returns in China. The six traditionally strong industries of Tianjin - electronic information, automobile manufacturing, metallurgy, chemicals, biotechnology and modern medicine - as well as new energy and environmental protection, together make up over 70% of Tianjin¡¯s total industrial output value. Tianjin has been stepping up investment on infrastructure development; in the past five years, investment on fixed assets has reached RMB 648.4 billion (US$84 billion) with an annual growth rate of 21£¥, and annual investment has averaged nearly RMB 130 billion (US$17 billion). A modern transportation system composed of seaport, airport, express railways, highways, expressways and light transit rails is now under construction in Tianjin. Over the years the municipality has intensified exchanges with other cities and countries around the world, in the field of culture, sport, and many other areas. As one of the venues of 2008 Beijing Olympic Games, Tianjin will also host the 2007 Women's World Cup in this September. The Chinese government's stated objective is to build Tianjin into an international port, boasting economic prosperity, social stability, scientific and educational advancement, sophisticated infrastructure and facilities, and a sound environment. This will make Tianjin one of northern China's foremost economic hubs and sustainable cities.
