Investment Procedure
  Procedures for the Examination and Approval of Environmental Protection

The national Class II environmental protection standard shall be implemented in TEDA. Waste gas emission in TEDA should meet the national Class II environmental protection standards. But as a sewage treatment plant has been built in TEDA, wastewater can be discharged if it meets the national Class III environmental protection standards. For further information on the national environmental protection standards, please contact the Environmental Protection Bureau of TEDA or Overseas Investment Service Section of the Economic Development Bureau of TEDA.

Examination and Approval of Construction Projects:
Enterprises (except those in the catering trade) undertaking projects (including change of business license, addition of business items, selection of production site, and leasehold of factory) in TEDA should send the following documents to the Environmental Protection Bureau of TEDA for the examination and approval of the project:

  • Application for the Registration of Project (signed by the legal representative or a deputy with a letter of authorization), Legal Representative Registration Form, Liaison Registration Form (with photo attached);
  • Verification Certificate of Factory Building and Land or Suggestions on Preliminary Site Selection;
  • Investment Plan (or Feasibility Study Report) which includes the following information: major products and annual output, major raw materials, amount of energy needed, introduction of technological process and emission of pollutants (their categories, volume and density)
  • Approval of Project Proposal

Examination and Approval of the Report on Environmental Impact Assessment of the Project
For projects in TEDA that have negative impact on the environment, a Report on Environmental Impact Assessment of the Project should be submitted for approval. The following documents are required:

  • Report on Environmental Impact Assessment of the Project (compiled by an organization qualified for making environmental impact assessment engaged by the construction unit)
  • Three copies of Environment Impact Registration Form (stamped by the approving authorities)

Procedures:
  • An construction unit that undertakes projects should submit 4 copies of Report on Environmental Impact Assessment to the Environmental Protection Bureau for approval.
  • The Environmental Protection Bureau shall hold review meetings and recommend modifications within 7 working days.
  • The construction unit should submit two copies of modified Report on Environmental Impact Assessment to the Environmental Protection Bureau for approval.
  • The Environmental Protection Bureau will give a written reply on the Report on Environmental Impact Assessment to the construction unit within 3 business days
