According to the regulations of energy management in TEDA, if an enterprise in TEDA requires to set up new energy facilities or to transform the present energy facilities, it should, in line with the different stages of the project, present the relevant document to the Energy Section of the Construction Department under TEDA Investment Holding Company as well as specialized companies for the application, examination and approval of energy use. There are roughly four stages concerning the application for energy use and its examination and approval: registration, design, construction and pre-startup.

Registration Stage

When applying for a business license at the Industry and Commerce Administrative Bureau, the enterprise should submit to the Energy Section an Application Form for the Energy Use of An Enterprise at the Registration Stage in TEDA and an Investment Plan Letter or a Feasibility Research Report. The Energy Section is to issue to the enterprise a Certificate of Energy Availability of An Enterprise at the Registration Stage in TEDA within 3 business days.

Design Stage

The enterprise should submit an Application Form for the Energy Use of An Enterprise at the Design Stage in TEDA together with a Certificate of Land Allocation and Piling Determination and a 1/500 or 1/1000 general map to the Energy Section 15 days before it applies for the examination of the expansion of its preliminary design at the TEDA Construction and Development Bureau. The Energy Section is to issue a Certificate of Energy Availability of An Enterprise at the Design Stage in TEDA and an Energy Supply Plan for An Enterprise in TEDA within 7 business days.

Construction Stage

The enterprise should submit an Application Form for the Temporary Water and Electricity Use for the Construction Work of An Enterprise in TEDA one month before the project's construction work starts. The Energy Section is to issue a Certificate of Temporary Water and Electricity Availability for the Construction Work of An Enterprise in TEDA within 3 business days.

Pre-startup Stage

The enterprise should present a Certificate of Energy Availability of An enterprise at the Design Stage in TEDA and an Energy Supply Plan for An Enterprise in TEDA issued by the Energy Section to the specialized companies (specialized in water, electricity, gas and thermoelectricity) affiliated to TEDA Investment Holding Company to sign energy supply contracts two months before startup.
