Prior to the submission of the following documents, an applicant shall notify the Economic Development Bureau of Administrative Commission of TEDA of the general information about the enterprise to be set up, and the Administrative Commission shall reply upon examining whether the enterprise is of the industry restricted or prohibited by the State, whether its products are of the licensed or quota products, whether it causes pollution to the environment and whether the external condition of the project exist, etc.
Upon the positive answer from the Administrative Commission, a foreign investor may submit the following documents (in duplicate, including one original) on A4 paper, of which those in foreign languages shall be attached with their Chinese translations):
- Name Pre-registration Notice
- Authorized Letter
- Application Form for Registration of Foreign-funded Enterprise (2 original)
- Project Proposal (with the seal of senior level unit of Chinese party)
- Feasibility Study Report and Imported Equipment List (signed by the legal representative or his/her agent holding the letter of authorization)
- Contract and relative Appendix (signed by the legal representative or his/her agent holding the letter of authorization)
- Articles of Association (signed by the legal representative or his/her agent holding the letter of authorization)
- Appointment Certificate of Board of Directors (with the photocopies of the directors' valid and legal passports or identification documents attached)
- Name List of Board of Directors
- Appointment Certificate of General Manager and Deputy General Managers (with the photocopy of the general manager's valid and legal passport or identification document attached)
- Certifying Document of Registration (a photocopy) in the country or region where the investor incorporated a photocopy of the business license of the Chinese investor(s) with the seal of the Chinese enterprise and a legal identification document (photocopies) of the investor who is an overseas citizen or individual
- Valid passport (a photocopy) of the investor's legal representative and a valid and legal passport or identification document (a photocopy) of the investor who is an overseas citizen or individual
- Audit Report of Chinese Investor (which shall be original)
- Credit Certificate issued by the Bank of the Overseas Investors (original)
- Approval of Environmental Protection Authority
- Certifying Document of the availability of a building or a site of the Company
