Formalities of Obtaining Certificate for Land Use
Relevant formalities related to land, planning and construction etc. of Tianjin Economic-Technological Development Area (TEDA) (including 4 sub-zones) are handled by the Construction Development Bureau of TEDA (CDB for short). Land users shall file an application at the Land Management Bureau with the following documents and the Land Management Bureau will release the Certificate for Land Use within ten business days:
- Application Form for the Alternation of Land Registration in Tianjin;
- Duplicate of the company' s business license (assignee);
- Authorized letter of attorney and duplicate of assignee' s ID;
- Transfer Contract of Land Use Right or Assignment Contract of Land Use Right;
- Payment certification;
- Document of approval and written reply to the project from the Administrative Commission shall be presented for the transfer of land use right.

Planning and Construction Management

1. Written Opinion on the Selection of Land Used in Construction
Construction units or individuals shall present the following documents for application to CDB for the selection of land used in construction:
- Application form for the selection of land used in construction;
- Authorized letter of attorney;
- Feasibility study report or project proposal;
- Brief introduction of construction units;
- Examination and approval opinion of environmental protection departments;
- Document of approval of planned assignment (for application for pipeline route only);
- Topographic map of pipeline route (for application for pipeline route only);
CDB shall put forward its opinion on site selection according to the requirements of urban planning and the nature and scale of the construction project, and shall release the Written Opinion on Site Selection of Construction Project within 5 business days. The period of validity of the Written Opinion on Site Selection of Construction Project is one year. Without CDB' s approval of extension, its validity expires automatically upon the expiration of the period of validity.

2. License of Planning of Land Used in Construction
Construction units or individuals shall present the following documents for application to CDB for determining the land used in construction:
- Application form for license of Planning on Land Used in Construction;
- Copy and duplicate of business license;
- Written reply to the project by Management Commission of TEDA;
- Land use contract;
- Power supply proof during the period of land use.
The CDB shall, in accordance with urban planning and opinion of relevant competent administrative departments, confirm the application for determining the land used in construction, define the limit and location of land used in construction project, and determine the location of interface, pipe diameter and elevation of municipal matching pipelines, and shall release the License of Planning on Land Used in Construction, Regulations on Conceptual Design and 1/500 Map within 5 business days.
Note: The period of validity of the License of Planning on Land Used in Construction is 6 months. Without CDB' s approval of extension, its validity expires automatically upon expiration of period of validity.

3. License for Planning of Project Construction
Construction units or individuals shall present the following documents for application to CDB of TEDA:
- Application Form for License for Planning of Project Construction;
- Written Opinion on Fire Protection Examination and Verification (handled by the fire-fighting detachment of TEDA );
- Examination and Approval Form of Environmental Protection Measures (handled by the Environmental Protection Bureau of TEDA).
The CDB shall release the License for Planning of Project Construction within 5 business days. The period of validity of the License for Planning of Project Construction is 6 months. Without CDB' s approval of extension, its validity expires automatically upon expiration of period of validity.

4. Report for Starting Project Construction
Construction units or individuals shall present the following documents for application to CDB for the handling of registration of report for starting project construction:
- Document of approval of the project;
- License of Land Used in Planning of Project Construction;
- Written reply to planning and design scheme.
The CDB shall handle the registration of report for starting construction within 5 business days.

5. License of Project Construction
Construction units shall present the following documents for application to the Construction Management Station of TEDA:
- Application Form for License of Project Construction;
- Duplicate of License for Planning of Project Construction;
- Duplicate of Letter of Confirmation by Project Contractor;
- Duplicate of Registration Form of Declaration of Quality Supervision on Project Construction;
- Duplicate of License for Planning on Temporary Project Construction;
- Duplicate of Qualification Certificate of Line Checking for Planning on construction commencement;
- Declaration Form of Safety Supervision on Project Construction in Tianjin.
The Construction Management Station shall release the License of Project Construction within 3 business days.

6. Acceptance Certificate for the Completion of Project Construction
Construction units shall present the following documents for application to CDB of TEDA:
- Application Form for Acceptance Check of Completion of Project Construction;
- Original document and duplicate of Fire Protection Acceptance Certificate;
- Original document and duplicate of License for Planning of Land Used in Construction;
- Original document and duplicate of License for Planning of Project Construction;
- Original document and duplicate of License for Project Construction;
- Complete set of completion drawing (binding with A4 paper);
- Acceptance Survey report.
The CDB shall release the Acceptance Certificate for Completion of Project Construction within 5 business days.

7. Final Acceptance and Filing notification of Project
Construction units shall present the following documents in application to Quality Supervision Station of TEDA:
- Final Acceptance and Filing Form of Project
- Final Acceptance Report of project;
- License of Project Construction;
- Examination and Opinion on construction drawing design;
- Comprehensive acceptance document of project quality of the unit;
- Functional testing data and detection report of municipal infrastructure project quality;
- Certificates or documents permitted for use issued by such departments as fire protection, environmental protection and planning;
- Quality warranty of project signed by construction units;
- Other necessary documents as stipulated by laws, regulations and rules.
The construction unit shall organize final acceptance by itself. The quality supervision station will send personnel to supervise the acceptance check on site. When the acceptance check is qualified and relevant data complete, the construction unit shall report to and file at the quality supervision station within 15 business days. The quality supervision station will, after examination and verification of the reported documents, release Final Acceptance and Filing notification of Project Installation and Infrastructure Project of Tianjin Municipal Building within 15 days.

8. Housing Ownership Certificate
Construction units may apply for Housing Ownership Certificate after obtaining Acceptance Certificate for Completion of Project Construction. The construction units shall present the following documents for application to the Real Estate Exchange of TEDA:
- Application form for initial registration of real estate:
- Original document and duplicate of Land Certificate (certification of land use right);
- Original document and duplicate of Acceptance Certificate for Quality of Completed Project Construction;
- Original document and duplicate of Acceptance Certificate for Completion of Project Construction;
- Settlement form of completion;
- General layout of construction, completion drawing, accounting form of building area, plain view drawing of the house (examined and verified by survey unit);
- ID.
The Real Estate Exchange shall release Housing Ownership Certificate within 15 business days.
