Talent Recruitment

TEDA Service Center for Human Resources is an institution affiliated to Labor and Personnel Bureau of TEDA. It assumes the important task of managing, developing and distributing human resources of the area.

1. TEDA Human Resources Service Center

Services available:

The center functions as agent and provides social security service for the floating population:

Set up personal files for the floating population and manage their personnel files, administration, labor relationship and Party-League relation. Act as agent of the floating people for the technical title evaluating, political records examination, and the identification of one's identity and length of service; pay social insurance on behalf of the client and making a college student attain the permanent status and rating.

Center on the development and distribution of human resources and carry out personnel service.

  • Take advantage of regular TEDA talent market and the website of "TedaHR.com" to provide recruitment service for the enterprises.
     
  • Build up senior talent database and look for senior talent for enterprises.
     
  • Set up labor resource base to provide labor resources for enterprises.
     
  • Make plans and organize large-scale recruitment activities for enterprises.
  • Give training courses to talent and assess talents on behalf of enterprises.

Extend personnel agent service to the personnel departments of enterprises 

  • Manage the working staff on behalf of the personnel departments of enterprises, such as the recruitment, selection and assessment of employees; check on work attendance and give out wage and pay insurance for the staff members.
     
  • Transfer of the personnel files, assessment, technical title evaluating, political records examination and the introduction of talent from other provinces or cities. 

Carrying out socialized personnel service to serve the enterprises 

  • In line with the needs of the enterprises, the center will send seasonal employees, part-time employees and odd-job men to work for the enterprises, thus turn the casual laborer from enterprise being into a social being.
     
  • Offer a whole set of support services like property management, security personnel, cleaning, greenary, and food court service.
     
  • Based on the TEDA Service Center for Human Resources, the Overseas Personnel Service Center of TEDA for Human Resources assumed the important task of providing service for overseas returned personnels. 

Carry out the employees training program  

  • The new basic human resource training courses

    Suitable for: HR specialists in newly registered enterprises or those who are newcomers in the field of personnel.
    The contents of the courses: the procedures, the relevant law and regulations and the preferential policies of archives management, paying social insurance and talent introduction after the recruitment.
     
  • Training courses of mature business management

    Suitable for: managers at the basic, middle, and high levels
    The contents of the courses: management of human resources, management of production and running a business, financial management, marketing management, customer service and teamwork and communication.
     
  • Language training courses

    Suitable for: employees at all levels who want to improve his or her English, Japanese or business English.

2. Channels of recruitment

  • Put up recruitment posters on bulletins (on the 1st Avenue of TEDA): aiming at workers at the front line.

  • Publish recruitment advertisement on Binhai Times: free.

  • Inquire in human resource database.

  • Take part in TEDA Talent Market held in the city from 9:00 to 12:00AM on 6, 16 and 26 every month: RMB 350 per stand.

3. The recruitment of middle-level technicians

The Labor and Personnel Bureau of TEDA have signed the agreement with technical secondary schools in Tianjin and provide the enterprises with middle-level technicians in machinery, electronics, electric, and chemical industry. They also offer, according to the needs of enterprises, vocational training for students helping them adapt to the new job as soon as possible after graduation.

4. The recruitment of migrant workers (operators)

  • It is estimated that the ratio of labor cost of a migrant worker to a local worker is 0.7:1.

  • There are 13 labor supply bases scattering around Tianjin, Hebei, Liaoning and Shandong. The farthest base is 7-8 hours driving from TEDA, while the nearest 3-4 hours.
     
  • The education level of migrant workers ranges from middle school to senior high school and technical secondary school. Their average wage is RMB 600 /per month. A special or technical secondary school graduate earns RMB 700-800 a month.
     
  • Each base has an office in TEDA to assist the enterprises in the management of migrant workers.
     
  • The procedures of recruitment: The enterprise puts forward the quota needed ¡ú reports to Labor and Personnel Bureau of TEDA ¡ú the Bureau issues the message to bases ¡ú bases supplies laborers to the Bureau ¡ú the laborers go to TEDA for the interview. The service is totally free, and the enterprises have no need to pay extra money for the expenditure on transportation and accommodation of the relevant personnels.

5. TedaHR.com (http://www.tedahr.com/)

TedaHR.com uses a management system of membership. Units with independent legal personality can apply to become a business member of TedaHR.com. Job seekers can apply to be individual members of TedaHR.com. All members are entitled to release online the recruitment or job seeking information and to communicate directly on-line.
