Brief Introduction to the Western Zone
The newly-expanded area-the Western Zone of TEDA is located in the western part of TEDA between Tianjin Port (chinese) and Tianjin International Airport. It covers an area of approximately 48 km2.
Location Land Scope & Transportation (1) External Transportation Plan TEDA WEST is connected with TEDA and Tianjin downtown by 4 east-to-west ways as the transportation backbones. The 4"backbones"are: --TEDA 9th Avenue Extension: The most important route to connect TEDA and TEDA West. --Beijing-Tianjin-Tanggu Expressway: to connect Beijing, Tianjin downtown and New Coastal Area, an important communication channel. According to the Expanded Region Development Plan, the Jun Liang Cheng Access will be open for TEDA WEST in year 2005. --Jinbin Expressway: to connect Tianjin downtown and New Coastal Area, and the Zhongxinzhuang Access is planned to open for TEDA WEST in year 2005. --Yang Bei Public Road: West for downtown and east for Tanggu & Beitang Districts. A major route for industrial transportation. (2) Internal Transportation Plan
In order to enhance the internal transportation, TEDA WEST also plans to build an internal railway circuit. Investment Promotion TEDA WEST is the extension of TEDA---- geographic extension, industrial extension, management & service Extension as well. It would be a sparkling star for both economic growth and investment promotion in TEDA's future development. According to the general plan of TEDA WEST, it is aimed to complete the construction of the whole area within 15 years, and would be built into a world class manufacturing base as well as an ecological industrial park. In 2008, TEDA West carried on vigorous momentum thanks to the joint efforts of both old clients such as Vestas and Kumho Tire and new investors such as MacGregor Plimsoll and Lizhong Alloy. Its year-round total industrial output value hit 9.734 billion yuan, a y-o-y growth of 60.0%.Over 30 enterprises have settled down here with total investment exceeding 800 million USD, and the average investment density of each project is over 500 USD/sqm. 8 investment projects are over 30 million USD of investment scale, 2 projects over 100 million USD, and the average investment scale of each project has reached 26 million USD. The industries in TEDA WEST involve automotive, machinery, and bio-technology. Window Bars of administration including industrial & commercial administrative, construction, environment protection, human resource, manufacturing safety control, execution, public safety, and fire engine are well installed in the Center, and the office area is open to all. Particularly, functional departments that are closely related with the project relocation are all established in the Center to provide on-site services. (2) Recent Development of the 1st Phase Construction (a)General Situation TEDA WEST adopts phase-by-phase implementation model, and the 1st phase starts from the northeast area of 8.7sqkm. The scope of 1st phase is: east to the Tangshan-Tianjin expressway, west to the Zhongxinzhuang Road (planned), south to Beijing-Tianjin-Tanggu Expressway, and north to the Yangbei public road. It is estimated that the 1st phase area could contribute 32 billion RMB of industrial output and 10 billion RMB of GDP after the implementation. (b)Recent important projects in the 1st phase area --The extension road of 9th Avenue of TEDA, to connect TEDA and TEDA WEST --The "Cross" road grid --The rebuild of Zhongxinzhuang Road --The access to Jinbin Expressway --Service area construction --Related infrastructure facilities (c)Construction projects progress There are 39 construction projects under the budget of TEDA government with total investment of 1.4 billion RMB. Up to now, 900 million RMB has been invested to buy lands, and build 2 extra large bridges, 3 large bridges, 8 small bridges, plus 35km of roads. 17 standard factory buildings with total construction size of 86,000 sqm have been built. Besides, scenery sewage system of 4.1km, landscaping area of 100,000sqm, 68km of drainage pipes, and 15 core.km of telecommunication fibers have been finished. (d)Utility facility The West Zone of Tianjin Economic-Technological Development Area supplies such energy as water, power, gas, and heat as well as telecommunication facilities. The general office of the West Zone is the supervisor responsible for overall coordination. The specialized companies provide the users, like the enterprises in the West Zone, with such services as connection on the spot, energy supply, overhaul and maintenance according to relevant management regulations, construction codes, quality standards, promised services and supply agreements. The specialized companies are also responsible for the maintenance and management of public utilities. The Energy Division of the General Office of the West Zone, which is responsible for specific coordination and supervision of the energy market of the West Zone, guarantees stable energy supply and good quality services to the users through the specialized companies. 15 core.km of telecommunication fibers have been constructed. TEDA WEST has primarily reached service agreements with China Telecom, Tianjin Netcom, China Mobile, China Unicom and China Tietong Telecom.
