III. Spatial Distribution
1. Core Area
TEDA is also home to rich R&D and incubation resources.Today it boasts 11 incubators such as Tianjin International Joint Academy of Biotechnology & Medicine (TJAB),Alexandria Incubator,TEDA Bio-medicine R&D Mansion,TEDA Intellectual Property Rights Incubation Base,Zhongxin Pharmaceuticals Modern TCM Industrial Pank,as well as other enterprise-owned R&D institutions.In the West Zone of TEDA,the new Bio-medicine Industrial Park will cover 970,000 square meters and accommodate more emerging bio-medicine companies.

(1) Tianjin International Joint Academy of Biotechnology & Medicine
With a total planning area of about 227,000 square meters, it is a research and development institution for biomedical applied technology which has the largest scale and the highest level in China. There are built in it the four major technology support systems: pre-clinical, clinical, pilot amplification, and intermediary & information. Their main features include eight major parts: scientific laboratory, pilot workshop, related services, clinical hospital, public instrument and equipment area, equipment power center, sewage and waste disposal area and animal pilot area.
(2) Alexandria Incubator
Alexandria Real Estate Equities, Inc is a well-known company which is engaged in bio-industry strategic investment and the operation of incubator. It has 112 enterprises worldwide. As the first professional biomedical incubator in TEDA, it has an investment of 100 million U.S. dollars and a construction area of 170,000 square meters. Its facilities include: accelerators, innovation center of scientific hostels, incubators and so on.
(3) TEDA International Cardiovascular Hospital
With the treatment of a variety of congenital and acquired heart diseases, heart surgery for major cardiovascular diseases and interventional treatment as its core techniques, the annual heart surgery and intervention treatment are more than 10,000 cases each. Relying on its molecular biology laboratory, animal experimental operating room and other hardware technology conditions, the clinical drug research platform will be bulit, which has the most international competitiveness in China.
(4) TEDA Pharmaceutical Building
With a total construction area of 30,222 square meters, it is composed of the office building and R & D workshop. It completes with water, electricity, gas and central air conditioning fitting configuration, which can meet the work needs of bio-pharmaceutical enterprises. At present, 30 enterprises has settled in the building, more than 50 various international and national patents have been declared accumulatively, and 3 enterprises have realized industrialization at present, with sales revenue all exceeding 10 million yuan.
(5) TEDA IPR Industrialization Base
Through the establishment of green channel of intellectual property rights (IPR), TEDA (Bio-Medical) Demonstration Base for IPR Industrialization provides the enterprises in the base with IPR professional services, accelerates the application, exchange and industrialization of patented technologies, and enhances regional S&T innovation capability and R & D and transformation capacity of patented technologies. By 2010, it will have achieved an output value of 400 million yuan, an accumulative application of 100 patents, and an industrialization rate of patent reaching 60%.
(6) Modern Chinese Medicine Industrial Park of Zhongxin Pharmaceuticals
It includes four major functional parts: R & D center, preparation center, Tianjin Engineering Technology Center for Modernization of Traditional Chinese Medicine and plant extraction center. Its R & D capability maintains an industry-leading level in China, and it has a production scale of traditional Chinese medicine extracts of 3700 tons per year, which's the China's largest GMP production base for traditional Chinese medicine extracts. The two old, reputable shops under the banner of Zhongxin Pharmaceuticals, Darentang and Longshunrong, are also settled here.
(7) Tianjin University Science Park
It is one of the pilot units among the first batch of 15 national university science parks. It has a construction area of 126,000 square meters, including the industrial area, the central area and the conference area. It has already had nearly 60 projects, including 12 national, provincial and municipal R & D institutions, 4 professional incubators, more than 30 high-tech enterprises. A number of biomedical research institutions and innovative enterprises, such as National Center of Stem Cell Engineering and Technology.
2. Extension Area
As an extension area for the development of bio-medicine industry, the western area of TEDA has a planning area of 2 square kilometers, mainly aiming at the industrialization of related scientific research achievements.

(8) Medical Equipment Park
Lying in the western area of TEDA, it covers an area of 300 mu, with a construction area of 400,000 square meters. It provides medical equipment enterprises with all-round accessory, financing and policy support. By 2015, it will have had more than 100 enterprises, an output value of more than 3 billion yuan, and become a domestic base characterized by medical device R & D and transformation and scale production.
(9) Tianjin Institute of Biological Engineering
As a training base of highly skilled medical talents and a training base for licensed pharmacist, it offers medical characterised majors in chemical pharmaceutical technology, bio-pharmaceutical technology, traditional Chinese medicine pharmaceutical technology, pharmaceutical preparation technology, pharmaceutical quality control techniques and pharmaceutical management techniques. The number of on-campus students is nearly 3,000, and the employment rate of graduates is 95% in the year when they graduate.
(10) Tianjin JinYao Industrial Park of Bioengineering
With a total investment of 2.1 billion yuan, it covers an area of 682 mu. After operation completely, it will have annual newly-added revenue of 13.6 billion yuan. An optimized industrial chain structure will be formed from the initial raw materials to the end products of preparations, including: raw material drugs of corticosteroids and some pharmaceutical intermediates, pharmaceutical and feeding oxygen acid, and bio-engineering pharmaceutical products.
IV. Industrial Planning
(A) Target of Congregating
- Form biomedical industry clusters with multinational corporations, leading domestic pharmaceutical enterprises and a large number of innovative small and medium-sized enterprises as its mainstay, nurture the chain of bio-pharmaceutical industry which has various closely related links like innovative incubation, pilot production and others.
- Form its own characteristics in the fields of pharmaceutical R & D outsourcing (CRO), outsourcing of drug production (CMO) and medical devices, and produce a number of industry-leading "dragon head" enterprises, and become the core area of Tianjin's biomedical industry.
- Participate in the international division of labor in global biomedical industry, achieve the breakthroughs in innovative drugs, and become an influential pharmaceutical R & D and production base in Asia-Pacific region.
(B) Development Indicators (2015)
Industrial Scale--An output value of 50 billion yuan.
Business Groups--more than 40 large-scale manufacturing enterprises, more than 50 R & D institutions, and more than 200 innovative pharmaceutical companies.
Innovation Level--produce 10 listed pharmaceutical companies, and declare more than 30 new drugs of various kinds in China.
Internationalization Level--the proportion of exports to reach 30%; Finished drugs to be exported to developed countries.

The Upgrading Path of Biomedical Industry in TEDA

- "Accumulation" Phase of Industrial Resources: By 2010, it will have ranked first in industrial scale among China's various biomedical industrial parks.
- "Fission" Phase of Industrial Resources: By 2012, aiming at the key technology nodes of new drug R & D and industrialization, it will have created a high-quality platform for R & D and commercialization of new drugs (R & D pilot production and distribution), attaining a domestic leading position in innovation scale.
- "Internationalization" Phase of Industrial Resources: By 2015, the development area will have become an important base for undertaking the outsourcing (CRO, CMO) of international bio-pharmaceutical industry, achieving the exporting of finished drugs to developed countries.
V. Policy Excerpts
(A) [Site] The biomedical high-tech enterprises and R & D institutions that purchase sites for production and research & development shall be given corresponding construction support in accordance with their investment scale, investment density and project quality. Within 3 years after biomedical enterprises rent workshop, they shall be given a maximum rent subsidy of 1 million yuan.
(B) [R & D] For the projects at the phases of drug discovery and pharmacodynamical trial, Tianjin municipality shall give a research grant of 300-500 thousand yuan; 1-2 million yuan for the projects at pre-clinical pilot phase; 0.5-1 million yuan for the projects at clinical trial phase I; and more than 5 million yuan for the projects at clinical trial stages II,III and production pilot phases.
(C) [Industrialization] To the projects which has obtained national I type certificate for new drugs, an industrialization subsidy of 5 million yuan will be given; to the projects that have obtained medical device certificates and that have realized industrialization in TEDA, a free maximum subsidy of 2 million yuan will be given.
(D) [Market Access] Biomedical companies, whose medicines or medical device products have gained access to the international markets as United States, the European Union, shall be given a maximum free subsidy of 500 thousand yuan or 300 thousand yuan respectively. The ones that have gained DMF, COS or EDMF certificates and that have passed through the cGMP site inspections of FDA or the relevant bodies of the European Union shall be given a maximum of 500 thousand yuan in funding.
(E) [Financing] High-tech enterprises in their start-up phase shall be given an incubator fund support of 500 thousand yuan; biological pharmaceutical enterprises that succeed in being listed in the capital market at home or abroad shall be given an award of 2 million yuan by Tianjin municipality and a subsidy of 2.85 million yuan by TEDA. The projects that have been listed in the key science and technology plan of Tianjin municipality and have gained relevant subsidies shall be given a 100% and 50% matching funding by TEDA respectively.
(F) [Intellectual Property Right] As for each of the patents that the biological pharmaceutical enterprises have applied and gained, a maximum funding of 10 thousand yuan shall be given. The ones that have industrialized inventions, patents or utility models will be given a funding of 500 thousand yuan.
(G) [Scientific Base] National level biomedical scientific base shall be given a funding of 500 thousand yuan and Tianjin municipal level ones 200 thousand yuan.
(H) [Follow-up Investment to Support Businesses] TEDA will conduct follow-up investments in venture capital enterprises, with the highest proportion of follow-up investment being 30% of the investment amount of current round of venture capital investment companies, and the maximum amount of follow-up investment being 3 million yuan.
(I) [Tax Support for Copartners of Partnerships] The equity investment income gained from the limited partnership by the limited natural business partner shall pay personal income tax to the Loal Taxation Bureau where the limited partnership is registered in accordance with the items of interests, bonus stock, and a proportion tax rate of 20%.
(J) [Awards for Qualified Personnel] include:
- Various types of scientific research personnel in TEDA, who have gained subsidies at national, provincial or ministerial level, the first compere of the project shall be awarded by the development area in accordance with 2% of the subsidy outlay.
- The high-level talents, high-skilled personnel working in the development area, the technical personnel with an annual salary of more than 50,000 yuan and the management talents with an annual salary of more than 80,000 yuan shall be given certain support within five years in accordance with the personal income and their contribution to TEDA.
- High-level talents shall be provided with apartment or housing subsidies.
- Those returned high-level talents having studied abroad who are responsible for national key laboratories in the development area, for major national scientific research projects and the technical leaders in the high-tech field of the development area, and those who have signed a long-term work agreement for more than five years with their units and who have purchased apartments in the development area, shall be given a settlement subsidy of 400,000 yuan.
- The children of the high-level overseas returnees, who are attending school at the international department of TEDA International School or other schools at the same level in Tianjin, shall be given a subsidy of RMB 5,000 yuan/person every school year, and maximum of 50 thousand yuan for each senior talent.
